Main Purpose of the Job:
The main purpose of this position is to provide construction support to the DCM Facilities Office in the areas of new construction and maintenance/renovation projects for the District Court of Maryland. This requires extensive knowledge of and experience in managing/overseeing inspection of construction, including definition of project scope and contract requirements; schedule analysis and performance; principles and engineering; minimum applicable local, state and federal design standards; local, state and federal permitting requirements.
Essential Duties and Responsibilities:
Coordinates agency review of construction progress; attends any and all progress meetings; represents agency needs at progress meetings; informs others of status; monitors DGS and contractor to ensure agency needs are met. Ensures change orders are appropriate and serve agency needs.
Manages small in-house construction/renovation projects from beginning to completion; Establishes project scope; coordinates with contractors, designers, and vendors to ensure scope is met.
Writes materials, repair, renovation/replacement specifications for maintenance and renovation projects.
Writes project program to ensure all aspects of project are addressed; reviews all design submissions; coordinates review comments with key individuals as appropriate.
Reviews and comments on project plans and construction drawings; assists with preparation and coordination of new design, review of design plans; serves on review boards; provides clear, concise and timely communication of input.
Establishes and maintains office project files; maintains correspondence with vendors, construction personnel, architects, and project managers; returns project correspondence and phone communication; performs filing, computer input, and copying of plans.
Provides technical engineering and construction management assistance to agency members and supervisors to ensure quality project is received. Assists with preparation and coordination of new design; reviews designs by others. Provides lay interpretation of drawings and specifications.
Minimum Qualifications:
Education: Bachelors Degree from an accredited college or university.
Experience: Five (5) years of experience in construction management, plan review, and working knowledge of facilities operations, design, and construction.
*Note: Applicants may substitute additional years of experience as defined above on a year for year basis for the required degree.
Preferred Qualifications:
Extensive experience in project management as it pertains to construction
Knowledge, Skills, and Abilities:
Knowledge of:
Knowledge of existing building codes, Americans with Disabilities Act (ADA), etc.
Knowledge of facilities operations, design, and construction.
Skill in:
Skill in effective written and oral communication.
Skill in using standard office equipment.
Skill in using project management software.
Ability to:
Ability to communicate effectively with District Court personnel, building owners, project managers, architects, engineers, and contractors.
Ability to read and interpret construction/architectural plans/technical design.
Ability to work independently.
Ability to recognize and quickly learn changes in technical and regulatory requirements as pertaining to design and construction of capital projects.
Travel:
Weekly (periodic) travel throughout the state to oversee District Court construction projects.
Fleet vehicles available for travel.
Physical Requirements:
Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Hard hat, safety glasses, steel toed boots may be required.
Face masks, as needed.
