Purpose: 

Project Manager will be responsible for management of resources, project schedules, communications, tasks, and budget supporting mission critical public safety projects and programs. This role involves program managers, clients, operations teams, and product management teams involved with the successful delivery of project requirements. The. Project Manager will enable the successful on-time delivery of ingress originating service provider (OSP) traffic and Next Generation 911 programs and projects. Project work will include managing the implementation and planning required for OSP interconnection, statewide program schedule and readiness for NG911 deployments, infrastructure and hardware installation planning and management, and project status and communications for both internal and client facing initiatives supporting the advancement of 911 technology for Comtech clients. While the ideal candidate must be well organized, flexible, and attend detailed minutia, strong communications and leadership skills are a must. This position requires both the ability to be personable while successfully orchestrating and executing assigned tasks.  

Responsibilities:

  • Plan, lead, facilitate, track, communicate, and complete deployment activities for
  • assigned internal and/or external telecommunication industry customers within SOW scope, budget, and timeline metrics established for the project.
  • Oversee OSP ingress tasks, including coordination with originating carriers, validation of ingress trunk groups, routing design, and interconnection agreements.
  • Lead project and technical update status meetings in customer facing environment – often managing multiple initiatives simultaneously.
  • Ensure timely provisioning and testing of ingress paths from originating service providers.
  • Collaborate with engineering and carrier teams to manage number porting, call routing, and signaling configurations.
  • Develop detailed project plans, schedules, and budgets in collaboration with cross-functional teams.
  • Identify, track and manage risks to deployment projects and programs which could impact cost, schedule and/or quality.
  • Manage and communicate Program and Project Plans to internal and external leadership.
  • Develop Program and Project Playbooks, and SOPs to support standardized planning and deployments.
  • Work with vendors and internal Operations, Program Management, and Product Management teams to define project requirements, establish incremental delivery plans and track delivery according to plan.
  • Resolve internal and external issues in a timely manner by efficiently utilizing appropriate resources, methods, and procedures while minimizing the cost and impacts on other internal teams and employees.
  • Implement the established ISO processes for repeatable process flow, Records Matrix artifacts, and project metrics.
  • Coordinate internal resources and third-party vendors for flawless execution of projects.
  • Monitor project progress and proactively identify and mitigate risks and issues.
  • Ensure compliance with industry standards, regulatory requirements, and company policies.
  • Manage stakeholder expectations through regular updates, reporting, and communication.
  • Conduct post-project evaluations and implement lessons learned for continuous improvement.
  • Maintain project charters, status reports, change requests, and close-out reports.
  • Continually expand operational knowledge of Comtech products used on assigned projects.
  • Build and maintain relationships with project stakeholders by providing education, guidance, input, and initiatives to support project work.
  • Project meeting facilitation and support, taking and distributing minutes, and tracking action items and decisions with project team members.
  • Escalate project risks and issues and work with project team and executive leadership on solutions where applicable.
  • Conduct post-project lessons learned and develop processes to improve future project practices.
  • Ensure adherence to quality standards.
  • Additional project tasks and duties as required.

Requirements:

  • Experience working with telecom carriers, ISPs, and infrastructure vendors.
  • Familiarity with regulatory frameworks (e.g., FCC, ITU).
  • Strong analytical and problem-solving abilities.
  • Proven experience managing complex internal and external deployment and software projects.
  • Proficiency with project management software and tools.
  • Familiarity with 911 and NG911 call flows.
  • Excellent communication and presentation skills.
  • Demonstrated leadership, organizational skills, planning skills.
  • Adaptability/Flexibility – able to rapidly assess situations, formulate plan and adapt as needed to achieve goals under conditions of uncertainty.
  • Ability to prioritize and escalate where appropriate.
  • Proven ability to work in a fast-paced, self-directed environment.
  • Quality orientation with a strong eye for detail.
  • Meeting facilitation, team motivation, and team building experience.
  • Competency with MS Project, ClickUp, Confluence or other collaboration-based (social) project management tools.
  • Competency with MS Office Word, Excel, Outlook, Visio, Powerpoint, Sharepoint.

Qualifications:

  • Four-year college degree or five years of 911 or telecom industry experience. 
  • Four years of experience managing external customer deployment and/or software deployment projects with direct customer interaction.
  • PMP certification desired. If not PMP certified, will be expected to achieve certification within one year of hiring.
