The Executive Vice President (EVP) will play a pivotal role in driving the strategic direction, project and program excellence, and growth of the company. Reporting directly to the President, the EVP will oversee key business functions, including business development, project and program management/excellence, compliance, and client relations, ensuring alignment with the company’s mission and goals. This role requires a dynamic leader with a proven track record in government contracting, exceptional leadership skills, and the ability to navigate complex regulatory environments.

Key Responsibilities

  1. Strategic Leadership
    • Develop and execute project and program strategies that align with company goals and growth objectives, and national security priorities
    • Collaborate with the President and senior leadership team to identify new business avenues, market opportunities, and emerging trends to guide innovation and expand the company’s footprint in the national security space
    • Monitor industry trends and regulatory changes to ensure the company remains competitive, compliant, and relevant
  2. Business Development
    • Lead efforts to identify, pursue, and secure new contracts that align with company mission and goals across all levels and divisions of government (Federal, state, local)
    • Build and maintain strong relationships with key stakeholders, including government officials, prime contractors, and subcontractors to expand company qualifications and expertise
    • Oversee proposal development and ensure compliance with FAR/DFARS regulations
  3. Program and Project Excellence
    • Ensure efficient management of resources, including personnel, budgets, and technology, to meet program (product and/or project) requirements and deliver innovative solutions (high-quality products and services) that are timely and compliant
    • Build and lead/oversee high-performing technical teams that include project and product managers, program managers, and technical staff
    • Implement performance metrics and continuous improvement initiatives to enhance program management effectiveness and efficiency
    • Oversee risk management and ensure adherence to all regulatory and contractual obligations
  4. Team Leadership
    • Provide mentorship and guidance to program, project and product managers and staff, fostering a culture of collaboration, accountability, and innovation
    • Lead efforts to recruit, retain, and develop top talent within the organization
  5. Compliance and Governance
    • Ensure compliance with all applicable laws, regulations, and standards, including FAR, DFARS, and other contracting requirements
    • Serve as a key point of contact for audits, certifications, and reporting requirements

Required Qualifications

Education:

  • Bachelor’s degree in engineering, computer science, or a related field
  • MBA

Experience:

  • Minimum of 15 years of experience in a small to mid-sized government contracting company, with evidence of progressive leadership
    • At least 10 years in a senior leadership role
  • Proven track record of success:
    • Managing contracts, budgets, and teams
    • Developing and fostering professional relationships with subject matter experts, key decision makers, and industry partners
  • Experience working with federal and national security agencies (e.g. DoD branches, DHS, intelligence)
  • Demonstrated success in growing a small business into a mid-sized enterprise
  • Active security clearance or eligibility to obtain one

Knowledge:

  • Deep understanding of FAR/DFARS regulations, government procurement processes, and compliance requirements
  • Understanding of business financials (e.g. P&L statements)
  • Familiarity with small business programs

  • Hands on: Willing and able to jump in and DO the work with the team (not just manage)



Preferred Qualifications

  • Master’s degree in engineering, computer science, or related field
  • Certifications such as PMP, Lean Six Sigma, or NCMA Contract Management Certification
  • Experience working with the federal, state and local governments, and SBA

Special Requirements:

  • Must be a US Citizen and successfully complete a U.S. government background investigation
  • Must have a Secret clearance or be capable of obtaining an interim Secret clearance
  • Travel up to 30%
