Overview

The Program Manager serves as the Contractor’s single point of contact and is the authorized interface with the Government Contracting Officer (CO), Contracting Officer’s Representative (COR), government management personnel, and customer agency representatives. This role is accountable for the overall contract performance, ensuring all services are delivered according to the PWS and Service Level Agreements (SLAs). The Program Manager is responsible for staffing decisions, enforcing work standards, supervising personnel, and ensuring contract compliance.

Responsibilities

  • Serve as the primary liaison with Government officials, providing authoritative program-level communication.
  • Oversee contract performance, financials, schedules, risks, and quality assurance measures.
  • Develop and maintain a comprehensive Program Management Plan, including organizational structure, risk management, and performance monitoring.
  • Track and account for government-provided equipment, ensuring compliance with policies for on- and off-site use.
  • Make all staffing decisions and supervise contractor personnel across functional areas.
  • Ensure alignment with federal IT standards, protocols, and security requirements.


Qualifications

  • Must be a US Citizen.
  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or related discipline.
  • At least 5 years of experience in IT support/service management or related field.
  • ITIL v4 Foundations certification.
  • Proven leadership in managing personnel across multiple functions.
  • Proficiency with Microsoft Office and similar automated tools.
  • Strong verbal and written communication skills.

Preferred Qualifications:

  • Project Management Professional (PMP) certification.
  • Experience with Project Lifecycle Methodologies (PMLC).
  • Familiarity with Capability Maturity Model Integration (CMMI).

Place of Performance:

Primary place of performance is the Library of Congress, Capitol Hill Campus, Washington, D.C., including the Jefferson, Adams, and Madison Buildings, with occasional support at other Library facilities and off-site locations.
