Job Description

Project estimator and planner. Prepares and executes estimating process for disciplines on large base operations support contract. Develops basis of estimate for all operational direct labor tasks, material requirements and equipment using RS Means or equivalent method for the support, maintenance, repair services and minor fabrication or alterations associated with IDIQ work.

Job Responsibilities

  • Develops scope of work from Customers Work Order and identifies the technical requirements with the Customer to ensure economic feasibility and minimum impact to facility activities.
  • Prepares detailed RFQ and RFP documents stating the nature, scope, sequence and priority of the work to be performed. Follows procurement procedures for obtaining quotes, the selection of vendors and prepares all documentation required for purchase orders.
  • Coordinates all activities with IDIQ Manager and Site Manager to include scheduling or work, safety requirements and environmental requirements.
  • May monitor construction/execution activities for IDIQ work on site to track labor cost, material procurement and ensure estimated completion dates are met. Conducts site visits to monitor work progress.
  • Prepares documentation required by Work Control for the MAXIMO work order management system to track and report IDIQ projects.
  • Coordinates all safety documentation required for JBOS Safety department to include: development of AHA (Activity Hazard Assessment), validate compliance of OSHA requirements for Subcontractors and follow EM-385 Standards on all construction activities.
  • Maintains JBOS quality standards for all estimating and construction activities on IDIQ projects.
  • Coordinates final inspections with quality department.
  • Utilizes codes and standards, such as ASHRAE, NEC and UBC to ensure contract compliance.
  • Develop and maintain effective and positive customer relationship.
  • Answers job related technical inquiries from customers in timely manner.
  • Communicates routinely with customer on status of work/project progress.
  • Participates in meetings and conducts various administration duties.
  • Investigates and responds to customer complaints about employee and/or service quality.

Qualifications/Education/Experience:

  • Technical Degree from either a 2 or 4 year recognized educational institution or 6 Years of Estimating and Planning experience for Industrial, Commercial or Institutional Construction.
  • Knowledge of Online RS Means Estimating System.
  • Previous Government experience preferred.
  • Previous CMMS work order management experience.

Skills:

  • Ability to develop a scope of work and construction requirements with minimal direction.
  • Ability to present technical proposals to the Customer
  • Computer skills including advanced use of Microsoft Excel, Word, PowerPoint and Vision

Certificate/License/Registrations:

  • Valid Driver's License
  • CQM-C Certificate is preferred
