Description
Ready to make a significant impact, The Fort Independence Team at Leidos is seeking a Senior Policy and Governance Liaison to join our dynamic team. This role is key to shaping and executing strategies, policies, and procedures that guarantee the integrity, security, and effective use of institutional data, particularly through robust identity and access management. This role ensures that the policies, and standards reflect our Sponsors governance directives, and comply with relevant regulations and policies. It requires a deep understanding of data governance principles, lAM best practices, and a strong ability to collaborate.
Duties may include: ensuring policies are consistent with Sponsor's direction and existing Executive Orders, as well as policy established across the Ie. As a Policy and Governance Liaison you will process business requirements, including the analysis of legal statues, standards and policy mandates, to help effectively support the implementation of digital policies. You will create program work products such as reports, correspondence, presentations, plans, and spreadsheets.
Key Responsibilities:
• Provide legal analysis, reasoning and writing, including the ability to effectively integrate and synthesize facts and law to make legally sound decisions, sometime in compressed timeframes.
• Implement the development of digital policies that impact software, systems and application security policy and functional areas. Resolve issues within systems policies.
• Recommend and implement new solutions, processes, policies and standards in support of the Sponsor's mission, consistent with existing guidance and industry best practices.
• Supports and coordination meetings of diverse perspectives with ability to navigate changing settings.
• Ability to document in clear general language for the purposes of process and improvement to existing governance or standard practices.
• Communicate effectively across disciplines and vertically with multiple levels of leadership.
• Works directly with the sponsor and effectively communicate, capturing and operationalizing the sponsor's intent.
Required Qualifications:
• Active TS/SCI with Polygraph,
• BS degree with 8+ years experience in legal technology and tech law. Additional experience in lieu of degree.
• At least 3 years of professional experience relating to digital policy.
• Experience working with Data Steward and Steward Representatives.
• Well organized with a high degree of accuracy and attention to detail.
• Ability to effectively manage multiple work assignments and competing priorities concurrently.
• Experience interpretating Executive Orders, National Security Acts, and other IC Standards and directives.
• Have a legal aptitude, as well as technical dexterity to synthesize multiple policy and governance work efforts.
• The ability to work both independently and as a team member in a demanding environment.
• Possess strong, clear written and oral communication skills.
Preferred Qualifications:
• Masters in Legal Studies (MLS) with 6+ years of relevant experience in Federal Cyber Digital Policy.
• Expertise with identity and Access Management (ldAM) / Identity Credentials & Access.
• Management (ICAM) delivery systems, Authentication, Authorization, Attributes.
• Entitlement Management and Sponsor Policy and Governance practices.
• Proven Leadership and Management skills.
• Relevant certifications (e.g., Project Management Professional (PMP), Certified Data Management Professional (CDMP), CISSP) are a plus.
