LABOR CATEGORY

Senior Project Analyst — Performs complex evaluations of existing procedures, processes,

techniques, and systems related to management and contractual issues, develops work

breakdown structures and prepare charts, tables, graphs, and diagrams to assist in

analyzing customer problems, possessing writing and editing skills, and the ability to prepare

and deliver presentations, works proactively, takes initiative in identifying and resolving

issues. Provides advice/guidance for process improvement activities. Develops,

coordinates, and improves program policies, standards, activities, and opportunities.

Coordinates, and manages several aspects of projects including staffing, coordinating

meetings, project and committee support, budget, and implementation of project activities.

Coordinates cooperation across federal stakeholders and senior leadership. Leads media

focused communications, heading support team structured to ensure client key messages

are promoted effectively in print and electronic media. Meets with clients regularly to

discuss performance, propose initiatives, and establish priorities.


GENERAL DESCRIPTION

This position is located in the Administration for Children and Families, Office of Head Start.

Head Start is a national HHS program that promotes school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social, and other services to enrolled children and families.

The Regional TTA Data Analyst Serve as a team member in the design, implementation, and maintenance of Head Start TTA data system. This includes revisions, enhancements, and modifications to meet changing OHS needs.


DUTIES AND RESPONSIBILITIES

Data system design and management

  • Serve as a team member in the design, implementation, and maintenance of Head Start TTA data system. This includes revisions, enhancements, and modifications to meet changing OHS needs.
  • Participate in the development of short- and long-range planning, road mapping, and program increments.
  • Collaborate on establishing data system performance measures, schedules and priorities for data use and stakeholder relations and sustainability.
  • Contribute analyses and provide technical feedback to inform the development of data system operation policy and procedures.

Data analysis, reporting, and utilization

  • Utilize a variety of data to conduct analyses of quality, performance, trends, and needs of Regional TTA and the OHS data system.
  • Prepare data reports upon request, clearly communicating technical data to non-technical audiences.
  • Apply data insights to identify and address challenges and opportunities to stakeholders.
  • Utilize statistical and analytical techniques to uncover insights and trends within the data.
  • Ensure data accuracy and consistency by defining objectives, collecting data, cleaning and preparing data, exploring and analyzing data, interpreting results, visualizing findings, and presenting insights to drive action.
  • Participate in OHS data teams and initiatives, and with other divisions to collaborate and contribute analyses and technical feedback about regional TTA to inform OHS and TTA operational policy and procedures.

Serve as lead communicator to regional teams and promote user engagement.

  • Lead monthly office hours with key regional stakeholders.
  • Collaborate with regions to provide user training and other assistance and develop guidance to support use of the OHS data system.
  • Lead user research efforts.
  • Work with data team to identify and understand the needs of Regional Office and Regional TTA teams as they pertain to TTA data, reporting, and operational oversight functions.
  • Promote feature development based upon user feedback, data analysis, and user research.
  • Lead the planning and implementation of a regular schedule of regional Data Dialogues to support and encourage stakeholder use and analysis of data.
  • Collaborate with regional leadership and CSTTA to support use of data to inform TTA practice.


QUALIFICATIONS

Education And Experience

  • Master’s Degree/3+ years, Bachelor’s degree/2 years preferred
  • BS/BA with 5-7 years of progressively responsible data analytics and management experience required.
  • Previous government agency experience highly desired.
  • He/she MUST have be able to obtain a clearance.
  • Strong proficiency with Microsoft Office suite applications including Word, Excel and PowerPoint.
  • Strong organizational, time management, and analytical skills.
  • Strong problem-solving and analytical skills.
  • Project management experience.
  • Excellent verbal and written communication skills.
  • Excellent attention to detail.
  • Excellent customer service skills.
  • Ability to work under and meet tight deadlines and deliverables as well as manage multiple tasks simultaneously.

Compensation Range: The salary range provided is determined by market value, internal equity, and the candidate's experience and qualifications. Offers will be extended within this range, though not all candidates will receive an offer at the upper limit.
