Essential Job Functions:  

The main purpose of this position is to efficiently organize and coordinate all functions of criminal, traffic, and civil cases in the District Court. This position demands that the clerk be attentive to new procedures, changes, errors, and discrepancies in an ongoing effort for accuracy.  This position must produce a smooth and efficient work product, must assist the public, police, attorneys, and other agencies and provide them with an understanding of the court system in a fair, patient, courteous and timely manner.

Essential Duties and Responsibilities:

Accept and process pleadings and filings received in the mail, at the counter and through MDEC File & Serve such as: postponement requests, remote hearing requests, requests to set trial/waiver hearings, requests to reset cases to lift suspensions, motions for violation of probation, P&P supervision summaries, modifications, motions to strike, motions to substitute counsel, motions to consolidate, motions for joinder, jury trial demands, criminal informations/indictments, motions to recall warrants/summonses, motions for competency evaluations/hearings, MDH submissions, appeals, information requests, attorney appearances and discoveries, motions to suppress, as well as a variety of miscellaneous correspondence motions/letters. Send deficiency notices for deficient filings.  Send status notices. Complete tasks in Task Manager once judge has ruled on pleadings and requests. Enter new civil complaints, summons renewals and process post-judgment filings such as garnishments, liens, writs off execution, oral exam and show cause requests. Answer phones.

Process and track served and recalled arrest warrants and bench warrants. Update warrant spreadsheet. Review new incoming warrants/criminal summonses from commissioners and forward to appropriate law enforcement agencies for service. Verify and update incoming work from Commissioners.  Schedule bond reviews and court hearings as required & print docket sheets. Prepare check requests to transfer cash bonds accepted for cases from other jurisdictions. Transmittal cash bonds and paperwork to other jurisdictions as required

Assist the public at the counter as well as on the phone regarding District Court cases, policies, procedures, and forms. Direct public to the proper agency within courthouse location.  Print cashier invoices for traffic and criminal payments. Verify payments on payment pages in Z-batch envelopes. Issue writs for transport of defendants.

Process criminal summonses for traffic and criminal cases. Issue show causes and bench warrants. Process deferred payment requests and traffic installment plans. Reschedule cases postponed in court from assigned queue. Enter officer dates into Officer Portal and onto the Excel spreadsheet.

Enter and process civil, criminal, Natural Resource and municipal infraction citations.  Create paper files for parking, red light, and speed camera citations. Set trial dates. Print docket sheets and paperwork for manual citations. Prepare and mail trial date notices to parties on manually generated case files. Process transfer of liability requests.

Complete Daily Reports as assigned: Traffic Non-Trial over 45 days ? Serious and Non-Serious), Suspension Recalls for Closed Cases, Penalty Deposit, Marijuana Citation after 30 days, Marijuana Violation Cases, Cases with Security Group, Citation Looping Error, FTC & FTA Suspensions with Trial/Waiver Request, Event Listing-Citation Request for Traffic Installment Plan, Event Review (Tickler), Duplicate Tracking Number, Warrant Activity & Outstanding Warrants, Active Cases with Trial Disposition, Cases with No Attorney?s, Warrants Recalled and Served, Suspension Recalls for Closed Warrants, Daily List of Felony Cases Filed, Cases with Case Flags and Hearing Flags, Officer Not Found.

Assist with additional duties as assigned by the supervisor and/or handle additional duties in the absence of the supervisor such as mail distribution, reports, officer postponements, check transmittals from the incoming mail, etc.

When expungement clerk is unavailable, process expungements from petition through final step of expunging from court records. Scan records prior to final expungement step. Order records from warehouse or archives.

Pull and scan files. Box and strip criminal files annually for storage which requires lifting boxes during process. Scan case numbers for archivists. Prepare paperwork to move records to storage or for disposal. Scan documents to retained documents event in Odyssey

Minimum Qualifications:

Education:

High school diploma (or GED equivalent).

Experience:

One (1) year of work experience, preferably in court operations or in the fields of criminal justice, parole and probation, legal, or financial services

Note:

A Bachelor's Degree may substitute the required work experience.

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.

A Paralegal Certificate may substitute the required work experience.

Knowledge, Skills, and Abilities:

Knowledge of:

General office practices, procedures, and equipment.

Standard legal forms and documents used in the Judiciary.

Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.

Skill in:

Customer service and handling problems tactfully and patiently.

Typing on a personal computer.

Accuracy and attention to detail

Problem solving.

Ability to:

Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.

Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.

Understand and abide by departmental rules, regulations, and procedures.

Follow procedures, verbal and written instructions, and protocols for any given assignment.

Use proper grammar, punctuation, and spelling.

Exercise independent judgement in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation.

Perform basic mathematical calculations and computations accurately.

Plan, organize, and prioritize work assignments.

Establish and maintain effective and harmonious working relationships with judges, court personnel, attorneys, outside agencies, co-workers, and the general public.

Resolve complex as well as routine problems.

Physical Requirements:

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
