Description:
The Quality Assurance Clinical Specialist is the data science and analytics lead for Navy Medicine's High Reliability and Clinical Quality Management programs. This role applies advanced statistical modeling, predictive analytics, and healthcare data science methods to support accreditation assessment readiness, patient safety event analysis, and on-site operational medicine oversight visit preparation.
The Specialist provides the analytic foundation for Joint Commission and other quality standards applicability assessments, assessment tracer tool development and analysis, and continuous surveillance, working under the strategic leadership of the Patient Safety Clinical Data Specialist. The position requires deep expertise in healthcare data analytics and ideally in quality and safety event data, advanced data visualization, and project management discipline at the task level.
This role will be performed on-site at DHHQ (NCR) and requires compliance with DoD trustworthiness standards.
Requirements:
Essential Job Functions:
- Advanced Data Science & Analytics: Conduct predictive modeling, clustering, regression, and statistical analysis across large datasets (M2, SIDR, SADR, JPSR, AARs, JLLIS).
- Visualization & Communication: Build dashboards and advanced visualizations that make complex findings accessible for leadership and operational staff.
- Gap & Trend Analysis: Perform Joint Commission accreditation gap analyses by comparing standards, SOPs, and patient safety event data to detect vulnerabilities in readiness and compliance.
- Tracer Development Support: Generate data-driven inputs to prioritize standards tracer content and risk focus areas, ensuring tools align with safety event patterns.
- Task-Level Project Management: Plan and manage assigned workstreams with accountability for scope, schedule, and deliverables. Maintain project documentation and reporting artifacts to support overall program leadership.
- Collaboration: Work in partnership with the Patient Safety Clinical Data Specialist to ensure analytic findings directly support standards assessments, oversight visits, and leadership briefings.
- Technical Rigor: Ensure reproducibility, accuracy, and audit-ready documentation across all analytic outputs.

Requirements:
- Must be a U.S. Citizen capable of obtaining and maintaining a favorable Public Trust determination and background investigation. This includes SF-86P, FBI fingerprint check, credit check, and law enforcement checks.
- Bachelor's degree in healthcare, data science, public health, or a related field.
- 5–8 years of professional experience in healthcare quality assurance and analytics.
- Experience with large-scale data systems (e.g., Tableau, Power BI), dashboard development, and home-grown tool design and development.
- Strong expertise in statistical modeling, predictive analytics, and trend analysis.
- Certification (Required): Project Management Professional (PMP).
- Located in the Washington D.C., Maryland, Virginia (DMV) Metropolitan Area – frequent travel to the Defense Health Headquarters is required.
- Deep expertise in hospital operations, healthcare quality and safety and reporting.
- Experience working directly in hospital and/or clinical environments.
- Demonstrated experience advising senior leadership, managing high-stakes projects, and applying patient safety science frameworks.
- Proficiency in MS Office (Word, Excel, PowerPoint, Access, Project) and Adobe Acrobat
- Strong critical thinking and problem-solving skills
- Able to view projects at strategic and tactical levels
- Demonstrated and proven record of success within a fast-paced, consultative environment.
- Exceptional communication skills, with experience briefing senior government officials and leading executive-level discussions.
Preferred
- Experience supporting patient quality and safety organizational change efforts and programmatic assessments, ideally in military environments
- Intermediate knowledge of safety science, high reliability practices, healthcare process and quality improvement
- Demonstrated support of High Reliability Organization (HRO) frameworks in clinical or operational settings, including Ready Reliable Care (RRC).
- Experience analyzing just culture programs and administering patient safety culture surveys (e.g., HSOPS).
- Strong facilitation and collaboration skills with multidisciplinary teams in healthcare or military settings.
- Experience supporting site visits, accreditation tracers (e.g., Joint Commission), or oversight engagements in healthcare or military systems.
- Experience developing analytical reports and presentations for senior military leaders with action-oriented insights.
- Experience in flowcharting software (e.g., Visio, Lucid) a plus
- Experience interfacing with BUMED / Navy Medicine, Defense Health Agency (DHA), or other Military Medicine organizations.
- Familiarity with MHS GENESIS and supporting data systems.
- Experience in warfighter support and operational military environments (e.g., operational medical settings).
