Description:
The Patient Safety Clinical Data Specialist will lead Navy Medicine's patient safety, regulatory compliance, and quality assurance efforts as part of the High Reliability and Clinical Quality Management mission. This senior role integrates advanced data analysis, program management, and patient safety science to inform readiness and accreditation across a wide array of operational medical environments.
Work will involve direct interaction with high-ranking military and operational medicine leadership, handling sensitive data across multiple Navy Medicine programs, and designing reporting briefs, training materials, and conducting trainings, presentations, and event-resolution sessions with diverse stakeholders.
This leadership position requires compliance with DoD trustworthiness standards and will be performed at a senior leadership level. The role demands the ability to navigate complex systems, exercise seasoned judgment, and mentor others in high-stakes, mission-focused federal environments. The Specialist is expected to bring deep subject matter expertise, extensive experience in military medicine, and fluency in safety science and culture, operating with a high degree of autonomy and credibility.
Requirements:
Essential Job Functions:
- Project Leadership: Direct and oversee all project activities, ensuring deliverables meet contractual requirements and strategic objectives.
- Standards Assessment: Lead Joint Commission and accreditation standards applicability reviews, providing authoritative logic, feasibility determinations, and waiver criteria for operational settings.
- Safety Science Integration: Embed safety science frameworks (just culture, HRO principles, resilience engineering, human factors) into tactical work, ensuring concepts translate into usable frontline tools and processes.
- Event–Standards Linkage: Provide expert interpretation of how safety events connect to operational contexts and accreditation standards, guiding oversight visit design and tracer development.
- Executive Engagement: Develop and deliver high-level briefings, reports, and strategic recommendations to Navy leadership. Translate technical findings into policy guidance and operational improvements.
- Mentorship & Training: Mentor Navy staff and SMEs, design training materials, and conduct sessions on safety culture, tracers, and accreditation. Promote a learning organization culture that normalizes proactive reporting and harm prevention.
- Organizational Learning: Facilitate event resolution sessions, integrate lessons into tracers and oversight visits, and ensure findings are diffused across Navy Medicine to reduce recurrence.

Required for this role:
- Must be a U.S. citizen with ability to obtain and maintain a favorable Public Trust determination and background investigation. This includes SF-86P, FBI fingerprint check, credit check, and law enforcement checks.
- Master of Health Administration (MHA).
- 8–10 years of progressive experience in healthcare program management, patient safety, regulatory compliance, and quality assurance and data analytics.
- Certifications: Project Management; Patient Safety Certification from IHI, Johns Hopkins, or another nationally recognized program.
- Located in the Washington D.C., Maryland, Virginia (DMV) Metropolitan Area – 90% in-person support at Defense Health Headquarters is required.
- Experience working directly in hospital and/or clinical environments.
- Demonstrated experience advising senior leadership, managing high-stakes projects, and applying patient safety science frameworks.
- Proficiency in MS Office (Word, Excel, PowerPoint, Access, Project) and Adobe Acrobat
- Experience leading patient quality and safety organizational change efforts and programmatic assessments, ideally in military environments
- Expert knowledge of safety science, high reliability practices, healthcare process and quality improvement
- Advanced knowledge of Microsoft Excel and PowerPoint.
- Experience in flowcharting software (e.g., Visio, Lucid) a plus
- Strong critical thinking and problem-solving skills
- Able to view projects at strategic and tactical levels
- Demonstrated and proven record of success within a fast-paced, consultative environment
- Visionary leadership and strategic thinking
- Exceptional communication skills, with experience briefing senior government officials and leading executive-level discussions.
Preferred for this role:
- Demonstrated application of High Reliability Organization (HRO) frameworks in clinical or operational settings, including Ready Reliable Care (RRC).
- Experience applying just culture programs and administering patient safety culture surveys (e.g., HSOPS).
- Prior success supporting site visits, accreditation tracers (e.g., Joint Commission), or oversight engagements in healthcare or military systems.
- Experience developing high-level reports and presentations for senior military leaders.
- Experience interfacing with BUMED / Navy Medicine, Defense Health Agency (DHA), or other Military Medicine organizations.
- Familiarity with MHS GENESIS and supporting data systems.
- Experience in warfighter support and operational military environments (e.g., operational medical settings).
- Statistical analysis, systems engineering approaches, analytical frameworks, data visualization tools, and user-facing software tool design/development.
Working Conditions/Physical Demands:
Expect travel up to 50% of the time to support on-site operational medicine visits, depending on project phase. Sites may contain levels of noise commensurate with military missions and operations.
