Department Overview

The Rural Oregon Mobile Integrated Health Care (ROMIH) Program Coordinator works closely with the Oregon Office of Rural Health’s (ORH) Field Services team and partner organizations to support Oregon’s rural health care and emergency medical services (EMS) organizations in designing and implementing MIH programs across the state. This position is supported by a four-year federal grant, which renews, based on availability of funding on an annual basis.

 

The position assists in providing support and technical assistance to rural and remote Oregon emergency medical services (EMS) agencies by convening and maintaining positive relationships with a network of partners (including, but not limited to, the Oregon Mobile Integrated Healthcare Coalition (ORMIHC), Asher Community Health Center and three volunteer EMS agencies in Wheeler County) involved in grant activities via a shared governance model. The position also works with the ORMIHC to create, publish and continually assess an evidence-based MIH program toolkit, recruit at least three new entities to implement MIH programs within their organizations and provide them with technical assistance.

Function/Duties of Position

Project Support: Works closely with the ORH Director of Field Services and its Program Coordinator – Rural EMS to assist with project coordination related to rural MIH programs. This includes the following:

  • Convene and maintain positive relationships with a network of partners involved in grant activities via a shared governance model.
  • Collaborate with the Oregon Mobile Integrated Health Care Consortium (ORMIHC) to create, publish and continually assess an evidence-based MIH program toolkit.
  • Collaborate with ORH and ORMIHC to recruit at least three new entities (outside of Wheeler County) to implement MIH programs within their organizations.
  • Provide organizations with technical assistance in developing and implementing MIH programs.
  • Work with Wheeler County partners to establish an MIH program for the county utilizing the toolkit developed in collaboration with ORMIHC.
  • Support the purchase of supplies for the Wheeler County MIH program.
  • Assist with MIH trainee recruitment and provide trainees with barrier removal and other support for the Wheeler County MIH program, as well as newly recruited programs
  • Collaborate to create a process for/recruit a referral network of area service providers to participate in the program.
  • Assist in developing mechanisms to collect and analyze data to measure project progress, outputs and outcomes.
  • Participate in the evaluation of program effectiveness.

ORH Program Support:

  • Contribute to writing grant applications and reports.
  • Participate in providing content for ORH publications (newsletter, year-end/annual report, etc.) as appropriate.
  • Participate in supporting ORH’s events, including the Oregon Rural Health Conference and Forum on Rural Population Health.
  • Other duties as assigned. 

Required Qualifications
  • A bachelor’s degree in business administration, management, public administration or a field directly related to the position will substitute for two years of the required experience.

  • Three years of experience administering or coordinating parts or subsets of a
    project or program.

  • Must be, or have the capacity to become, familiar with and knowledgeable about relevant current national, state, agency and facility-level requirements and policy related to EMS and MIH.

  • A working knowledge of Oregon’s rural health care environment, including EMS and MIH.

  • Must have excellent written and verbal communication skills. 

  • The ability to successfully collaborate with community and other statewide organizations and work as a constructive member of the ORH team. 

  • Must have demonstrated the ability to work independently and have excellent organizational skills. 

  • Must have demonstrated an ability to use data analysis and produce well-written, formatted professional reports.

  • The applicant must be able to manage many different priorities.

  • The ability to travel frequently and independently both in and out of the state.

  • Must be proficient with: Outlook, Windows Explorer, MS Office (Excel, Access, Word, and PowerPoint).
  • Valid driver’s license

Preferred Qualifications
  • Advanced EMT or above.

  • Certification as a Community Paramedic.

  • Experience working with rural EMS agencies.

  • Familiarity with state and federal laws affecting EMS and MIH.

  • Experience with professional or academic writing for publication.

  • Experience with supporting grant management.

  • Experience with program evaluation.

  • Experience with writing website content.

  • Experience with database management.

  • Experience navigating electronic health records platforms such as OCHIN Epic.

  • Experience navigating within EMS, MIH and healthcare data capture platforms such as Image Trend and Image Trend Elite.
