We are looking to add new talent to our growing team! We are currently seeking a Senior Environmental Planner 2 (Temp on Call) to work in a technical support role with highly skilled professionals on diverse project teams in a dynamic environment. This is an excellent opportunity to join a growing group and company and get involved in a variety of projects for a diverse range of clients. This is a Temp on Call position located in our Portland, OR office.

In this role, you will assist staff in ensuring that Oregon’s energy facility siting processes remain transparent, efficient, and responsive to public and stakeholder needs. You will collaborate with program staff and managers to support ongoing rulemaking activities, conduct research and analysis on policy issues, and provide both administrative and technical assistance to the Division. This position is ideal for an experienced planning and policy professional seeking to strengthen their expertise in energy policy, regulatory processes, and public administration, while advancing Oregon’s clean energy future.


DUTIES/RESPONSIBILITIES
In this position, you will:

  • Assist with preparation of rulemaking materials, including draft language, summaries, and background documents.
  • Coordinate stakeholder engagement activities, including public meetings, hearings, and comment processes.
  • Track and organize public comments, support drafting responses for rulemaking records.
  • Conduct research on energy facility siting, regulatory best practices, and emerging energy technologies.
  • Compile and analyze policy information to support recommendations and updates.
  • Prepare briefing materials, reports, and presentations for managers and decision-makers.
  • Organize project files, records, and data for accessibility and compliance with public record requirements.
  • Provide logistical support for meetings, workshops, and hearings, including scheduling, materials preparation, and note-taking.
  • Assist with administrative tasks to ensure efficient division operations.
  • Demonstrate and apply technical competence, knowledge of codes and regulations, and professional standards of practice to assigned tasks.
  • Collaborate closely with project teams, field teams, and personnel to address client goals and objectives, ensuring accuracy, quality, budget, schedule, and safety requirements are met.

SKILLS/EXPERIENCE
Minimum Skills and Requirements:

  • Bachelor’s degree in Environmental Management, Environmental Planning, or closely related field.
  • 6+ years of relevant experience in environmental planning, public policy, or regulatory/energy sector.
  • Demonstrated experience with public/stakeholder engagement, rulemaking processes, and policy analysis.
  • Strong written/verbal communication, technical writing, and analytical skills.
  • Ability to work independently and collaboratively under the direction of senior staff.
  • Ability to manage multiple tasks and priorities in a fast-paced environment.
  • Familiarity with Oregon energy facility siting, regulatory practices, and public engagement tools is desired but not required.
  • Proficient in MS Office Suite, scheduling, and document management tools.

Preferred Skills:

  • Master’s degree in Planning, Public Policy, or Environmental Management.
  • Experience with Oregon administrative rulemaking and energy policy research.
  • Prior experience with local/state government or consultation in the planning field.
  • AICP certification or similar professional credentials is a plus.
