The National Policy Consensus Center (NPCC), in the Hatfield School of Government, is a leader nationally and in Oregon for providing the knowledge, skills, and approaches needed for communities, leaders, and organizations from all sectors to address challenges together.
The Center offers students and faculty real-world experience that informs both research and teaching. NPCC is a credible, neutral forum and provides this asset to leaders and their communities seeking to address public issues and opportunities.
The Center houses the following programs:
- Oregon Solutions works with stakeholders across sectors to build collaborative groups that implement solutions to local and statewide challenges.
- Oregon Consensus is our state’s official program for public policy dispute resolution. Through an impartial lens, Oregon Consensus brings communities together to resolve conflict, identify shared interests, and find consensus solutions for tough issues.
- Using a range of online and in-person formats, Oregon’s Kitchen Table creates community engagement opportunities that allow all Oregonians to influence decisions that impact their lives.
- The NPCC Education Program offers customized workshops, civic leadership academies, and a graduate certificate program through Portland State University to help public officials, communities, and organizations develop skills needed to build agreement and solve problems together.
- The NPCC Research Program contributes to theory, frameworks, and innovations to inform best practices for collaborative approaches to addressing public issues that span the globe

Position Summary
The National Policy Consensus Center (NPCC) Fiscal and Operations Manager (FOM) provides supervision and leadership to NPCC’s operations department. The FOM helps assure consistent, effective, and equity-centered operational policies and procedures are implemented across all programs. The FOM prepares the organization’s annual budget, and ensures proper management of the budget, working closely with administrative and management staff and with accounting and fiscal technical staff. The FOM performs a number of highly technical functions including budget development, budget execution, advanced fiscal analysis, revenue and expenditure projections, and budget status analysis for the total NPCC budget and at individual program and project levels. The FOM advises NPCC management on strategy decisions as it relates to the overall center budget, individual program budgets as well as human resource and operational policies and procedures. The FOM supervises three full-time employees.
Minimum Qualifications
- Master’s degree in Finance, Accounting, or a closely related field from an accredited college or university and 6 years related experience; OR Bachelor’s degree in Finance, Accounting, or a closely-related field from an accredited college or university and 8 years related experience
- Leadership abilities, strong interpersonal, oral, and written communication skills, and the ability to establish effective working relationships with people from diverse backgrounds
- An understanding of and ability to effectively navigate complex administrative processes, regulations, and bureaucracies
- Be a self-starter who is comfortable taking initiative, handling responsibilities, managing multiple priorities, and meeting deadlines
- Experience with managing fiscal operations, budget development, project management, and effective decision-making
- Ability to forecast for budgeting purposes and provide reports on expenses vs. estimates and communicate complex budgeting and accounting concepts to laypeople
- Deep understanding of the generally accepted principles of accounting
- Experience supervising, mentoring, and/or training staff and private contractors
- 2 years experience managing operations and/or finance professional
- Analytical skills with both quantitative and qualitative data
- Experience applying and advancing Diversity, Equity, & Inclusion in organizational operations and practices
- Expert level experience with MS Excel
Preferred Qualifications
- 3 or more years experience in City, County, or State government or other public sector
- Understanding of PSU contracting and HR policies and procedures
- Knowledge and experience in public policy collaboration and/or conflict resolution
- Knowledge of business and non-profit needs and resources
- Ability to communicate on a contracting level with public, private, and non-profit resources
- Experience and knowledge of public higher education issues and administrative procedures and practices
- Highly creative, energetic, and goal oriented
- Demonstrated process improvement experience

PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity. The starting annual salary for this position will be between $74,232 and $86,297, but may be negotiated above this range, dependent upon the factors above, the budget of the hiring department, and approval from HR.
An excellent benefits package includes 95% premium paid healthcare; a generous retirement and vacation package; and reduced tuition rates for employee, spouse or dependent at any of the Oregon University System schools.
