Job Description

Reporting to the Chief Revenue Officer (CRO), the Strategic Account Executive (SAE), Federal & Transportation Sales will drive growth in our federal and transportation markets. This role will develop and execute strategies to win federal master contracts and state Department of Transportation (DOT) agreements nationwide, while cultivating relationships with key clients and partners. The SAE will lead federal and DOT business development efforts, oversee strategic accounts, and work closely with internal teams to deliver best-in-class proposals and client service.

Responsibilities

Federal Sales Leadership

  • Develop and execute a comprehensive sales strategy targeting U.S. agencies such as BLM, USACE, DoD, FHWA, DOI, and GSA.
  • Pursue and secure federal master contracts (IDIQs, BPAs, MATOCs) and rapid-response task orders.
  • Build and maintain strong relationships with federal procurement officials, program managers, and contracting officers.

Nationwide DOT Initiative

  • Lead Chronicle Heritage's nationwide DOT initiative, ensuring consistent pursuit of state DOT contracts across all regions.
  • Prioritize pursuits with state DOTs where Chronicle Heritage has a physical presence, aligning efforts with offices and staff located in those states
  • Partner with local offices and regional principals to identify, capture, and deliver DOT opportunities aligned with state transportation programs.
  • Build strategic partnerships with A&E firms and primes holding DOT master agreements, positioning Chronicle as the cultural/environmental compliance partner of choice.
  • Develop playbooks and pursuit strategies to streamline DOT responses while tailoring approaches to state-specific procurement rules.
  • Track DOT market penetration metrics and report on backlog, bookings, and win rates.

Indirect & Partner Engagement

  • Expand federal and DOT revenue through sell-through partnerships with large primes and EPC/A&E firms.
  • Negotiate teaming agreements and compliant subcontracts, ensuring Chronicle's inclusion in major infrastructure programs.
  • Build long-term relationships with strategic partners to drive recurring revenue from federally funded transportation and energy transition projects.
  • Coordinate and lead state DOT focused trade shows with internal and external stakeholders.

Strategic Account Management

  • Serve as account executive of record for key federal agencies and state DOTs, with accountability for revenue growth and client satisfaction.
  • Proactively gather pre-solicitation intelligence to position Chronicle on upcoming procurements.
  • Leverage Salesforce and business development tools to maintain a robust pipeline, report on KPIs, and forecast accurately.

Internal & Cross-Functional Collaboration

  • Partner with proposal teams, technical SMEs, and operations leaders to craft winning bids meeting federal and state compliance standards.
  • Train and support local and regional staff on DOT business development best practices.
  • Provide executive leadership with market feedback to inform pricing, contracting models, and backlog valuation.
  • Partner with Chronicle Federal Program manager for pre and post contract success.

Qualifications

  • 7+ years of experience in federal or transportation sector sales, capture management, or strategic account management.
  • Demonstrated success winning multi-million-dollar federal and/or DOT contracts.
  • Deep understanding of federal acquisition regulations (FAR), state DOT procurement, and federally funded transportation programs.
  • Established relationships with federal agencies, state DOTs, and major primes (AECOM, HDR, Jacobs, Quanta, Barnard, RSK, etc.).
  • Experience with cultural/environmental services, permitting, or compliance projects strongly preferred.
  • Strong financial and strategic acumen, including backlog management, pipeline valuation, and private equity growth metrics.
  • Excellent executive communication, presentation, and negotiation skills.

Physical and Mental Requirements and Work Environment

Some work is performed primarily in an indoor environment and requires sustained sitting and use of fingers, hands, and arms to operate a computer and perform keyboard entry of data or document preparation (or equivalent with accommodation). Must also be able to operate standard office equipment (phone, copy machine, fax machine, etc.).
