Essential Job Functions:  

This is an entry level clerical position performing case processing duties and responsibilities daily which entails a high volume of data entry work for the Civil Department of the Baltimore County District Court. Duties include processing return of services, motions, and judgements. Preparing docket sheets, scheduling cases, and issuing summonses. Responsible for assisting the public, attorneys, and other government personnel in person and over the telephone with questions regarding court policy and procedure

Essential Duties and Responsibilities:

Processes incoming civil tasks from the civil task queues such as service returns, civil judgments, and motions. Sends motions to chambers for ruling by judge, enters judge's ruling and notifies parties of outcome. Schedules cases on court's calendar. Prepares and enters civil judgment docket sheets. Issues summonses in civil cases.

Greets and assists the public, attorneys, and law enforcement personnel at the counter and over the phone with questions regarding court policy and procedure. Assists the public with completing court forms. Accepts and enters over-the-counter filings and forwards to the appropriate department for processing.

Reviews and processes daily incoming civil mail. Enters and scans filings into court's case management database and routes to appropriate department for processing.

Minimum Qualifications:

Education:

High school diploma (or GED equivalent).

Experience:

One (1) year of work experience, preferably in court operations or in the fields of criminal justice, parole and probation, legal or financial services.

Note:

A Bachelor's Degree may substitute the required work experience.

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.

A Paralegal Certificate may substitute the required work experience

Knowledge, Skills, and Abilities:

Knowledge of:

General office practices, procedures, and equipment.

Standard legal forms and documents used in the Judiciary.

Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.

Skill in:

Customer service and handling problems tactfully and patiently.

Typing on a personal computer.

Accuracy and attention to detail.

Ability to:

Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.

Use and maintain alphabetical and numerical filing systems.

Communicate clearly, tactfully, and effectively with judges, the public, police agencies attorneys, and other court officials and personnel, both verbally and in writing.

Understand and abide by departmental rules, regulations, and procedures.

Exercise tact, diplomacy, and impartiality in dealing with the public, law enforcement personnel, and attorneys.

Follow procedures, verbal and written instructions and protocols for any given assignment.

Use proper grammar, punctuation, and spelling.

Exercise independent judgement in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation.

Physical Requirements:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Equipment, Machinery and Tools:

Personal computer, scanner, copier, calculator, telephone.

These tools are used to process the daily filings submitted to the court and to communicate with the general public, attorneys, and other government agency representatives.

Software and Computer Skills:

MDEC, Adobe, Microsoft Office (Outlook, Word, Excel), DV Office.

MDEC is used daily for data entry and to review case records in order to provide information to the public.

DV Office is used to process peace and protective order petitions and to review case records to provide information to the public.

Outlook is used to communicate with other court personnel.

Word is used to prepare correspondence(s) and court forms.

Adobe is used to view, create, and modify PDF documents.
