Overview

The Senior Operations Manager will lead day-to-day operations for a portfolio of federal contracts—centered, but not limited to, Professional Services—while partnering with Business Development (BD) to expand BRIC’s Professional Services vertical. This role is accountable for scope, schedule, and budget across assigned efforts; oversees project teams; maintains continuous customer engagement; and ensures contract compliance and cross-functional coordination.



Responsibilities

Portfolio & Contract Management - Own end-to-end delivery performance (scope, schedule, budget) across assigned contracts and task orders.
- Develop, track, and monitor contract spend plans, burn rates, and forecasts; proactively manage variances and risks.
- Lead program reviews; maintain action logs, risk/issue registers, and performance dashboards.

Project Issue Analysis & Resolution - Analyze technical, methodological, or tool-related project issues; identify root causes and propose effective, pragmatic solutions.
- Standardize best practices and continuous improvement mechanisms across projects.

People Leadership & Quality Oversight - Supervise personnel executing work; provide clear direction, coaching, and performance feedback.
- Ensure deliverable quality and adherence to standards, SOW/PWS requirements, and internal procedures.

Customer Engagement & Compliance - Maintain continuous, proactive engagement with customer stakeholders to ensure high satisfaction and compliance.
- Monitor and enforce contract terms, performance requirements, and reporting milestones.

Stakeholder & Cross-Functional Coordination - Interface with customers, BRIC leadership, project teams, and enabling functions (Finance, Contracts, HR, Recruiting, Security) to ensure alignment and timely execution.
- Drive timely staffing, onboarding, and resource allocation to meet surge and growth needs.

Business Development Partnership - Support BD to grow the Professional Services vertical: assist with opportunity identification, qualification, capture activities, teaming, solutioning, and staffing plans.
- Contribute to proposals (e.g., operational approach, management plans, resumes, past performance, schedules, and pricing inputs).
- Provide pipeline insights, competitive intelligence, and price-to-win considerations from an operations perspective.
- Harvest lessons learned and past performance artifacts to strengthen future bids.



Qualifications

  • Bachelor’s degree (BS/BA) in Business, Engineering, or related discipline or Project Management certification (PMP or FAC/PPM or equivalent).
  • S. citizen with active Public Trust clearance (or higher).
  • Minimum 8 years of relevant project management experience in Federal Contracting.
  • Experience leading multidisciplinary project teams and coordinating with stakeholders.
  • Proficiency with project management tools and practices (e.g., MS Project, Excel, Power BI).
  • Strong communication, leadership, and analytical skills.
  • Demonstrated ability to manage multiple simultaneous projects or task orders.
  • Federal acquisition/contracting familiarity (e.g., FAR/DFARS; contract types such as FFP, T&M, IDIQ/BPA).
  • Experience managing non-IT professional services programs (e.g., mission support, logistics, training, program management support).
  • Experience with budget development, financial controls, and EVM or similar performance management.
  • Experience supporting capture/proposal efforts for DoD and Federal Civilian customers.
  • Working knowledge of quality frameworks (e.g., ISO 9001) and continuous improvement.
