Position Summary
NSRI's Deterrence Programs provide research and technical expertise across the breadth of the Nation's Nuclear Enterprise. The Director for Deterrence Programs, USSTRATCOM will lead the USSTRATCOM-focused elements of the NSRI Nuclear Programs portfolio. These efforts include the development, execution, tracking, and completion of programs which may include assessing military requirements for nuclear weapons, nuclear weapons planning or performing foreign strategic threat assessments, executing strategic wargames, identifying and projecting counters to strategic threats, understanding the strategic geopolitical landscape, assessing counter-proliferation possibilities, considering nuclear plans and policy analysis and education within the Enterprise and with our allies. The primary place of duty will be at USSTRATCOM Building 1000. Secondary places of duty and travel requirements will be based directly on operational tempo / project needs and will include various locations at the University of Nebraska campuses, as well as support locations located in the National Capital Region and Florida.

Duties and Responsibilities
  • Integrate with USSTRATCOM to understand its research and technical support needs regarding Combatant Command requirements in the nuclear enterprise
  • Serve as NSRI's main day-to-day point of contact for USSTRATCOM's nuclear related research and analysis
  • Identify, contact and interact with the University of Nebraska, other collaborating / partner universities or agencies who may be appropriate to meet the needs of USSTRATCOM
  • Assist the Research Director for Nuclear Programs in developing business plans and a strategic roadmap of potential research opportunities, as well as establishing measurable goals and metrics of success for NSRI's advocacy of USSTRATCOM's research related to nuclear programs
  • Collaborate directly with the USSTRATCOM project sponsors, stakeholders, and NSRI staff to develop and implement project plans, timelines, expense projections, programmatics, and execution strategies related to USSTRATCOM's requirements in the nuclear portfolio
  • Provide marketing and bridging strategies, as appropriate and available, for University of Nebraska research to support missions across USSTRATCOM's Nuclear portfolio
  • Develop programmatic capabilities at both NSRI and partner facilities to aid in the building of long-term strategic resources as well as the facilitation of immediate project needs
  • Other duties and responsibilities as assigned
Minimum Qualifications
  • 10+ years of experience in the U.S. nuclear enterprise
  • U.S. citizenship and the ability to obtain and maintain a U.S. government security clearance
Desired Qualifications
  • Master's Degree in a field related to program or project management or in a scientific or technical discipline relevant to this position.
  • 15+ years of experience in senior level portfolio management and the direct development and execution of program related tasks in direct support to the federal nuclear enterprise
  • 15+ years of experience as an employee within either the Department of Defense, State Department, Department of Energy, NNSA, or a federal national laboratory
  • 15+ years of experience serving in team leadership positions
  • 10+ years of experience with federal acquisition processes
  • 10+ years of experience working plans and policies at US Strategic Command
  • Been granted a current US clearance eligibility
