Must possess and maintain a DoD Secret security clearance. Serves as the Senior Program Management Analyst to the X-Band Radar Sensors Directorate (SNX) Program Manager. Employee must possess the ability to provide analytical Program Management, acquisition, and leadership support directly to the SNX Program Manager. This requires a keen attention to detail in execution of all duties along with competency in general Management practices. Employee must possess extensive experience in working in large diverse organizations with the ability to organize, analyze, and present information in a succinct, coherent and understandable manner to the Program Manager and subordinate Program Leadership. Employee must be able to work independently with minimal supervision to provide timely, accurate, and professional presentations for a wide range of reports, briefings and Program status. This support includes but not limited to the following type activities: Leading the SNX Program's development, integration and presentation of Missile Defense Agency corporate Management board products such as the Director's Program Review (DPR) and the Director's Baseline Review (DBR); Leading the on-site sensor-shooter synchronization meeting with the MDA Ground Based Mid-Course defense, Terminal High Altitude Area Defense, and Aegis Ashore Program offices; and demonstrating an understanding of Department of Defense risk Management by leading SNX Risk Corporate Board preparation including the identification of Program risk, maintenance of the SNX risk register and tracking risk resolution. Must be able to deliver products successfully in a fast paced operating environment.
This individual must have the ability to work closely with SNX senior leadership as well as the senior leadership (O6 and above, GS Equivalent) from various DoD organizations that work with, support or interface with SNX on both technical and non-technical issues. Support the Test Directorate Business Financial Manager with developing sharp and succinct responses to Congressional Request for Information (RFIs), COCOM Request for Analyses (RFAs) and Course of Action Drills and E-Taskers.
Receive, review, and process staffing tasks assigned to the Director of SNX through the electronic suspense tracking system (E-Tasker). Delegate tasks for appropriate action to subordinate organizations and track to closure.
Provide on-site meeting support to include receiving, printing, and distributing read-ahead packages to board principals, verifying room location and set-up to include seating arrangements and verifying VTC connections.
Analyzes business and technical processes to formulate and develop new and modified business information processing systems. Represents the business unit to define requirements and business cases for the technology developments. Coordinates with business and technology teams ascertaining system requirements, such as Program functions, output requirements, input data acquisition, execution of users acceptance and may coordinate testing, and system techniques and controls. Requires knowledge of computer system capabilities, business processes, and workflow.
DESIRED QUALIFICATIONS: BA or equivalent + 6 to 10 yrs direct Program Management or material Management experience, or MA + 4 to 8 yrs direct experience. Must possess demonstrated Microsoft Office skills, particularly advance working knowledge and utilization of MS Excel, MS Word and MS PowerPoint for the wide variety of products to be routinely generated.
