ATSG is seeking resumes for a Justice Advisor to join the Bureau of International Narcotics and Law Enforcement Affairs (INL), supporting the Department of State, in Panama City, Panama.                        
Position/Office Background
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the US Department of State (DOS).
The Advisor will assist the Government of Panama in reforming its criminal justice system by assisting the INL Section in implementing projects and programs while serve as a subject matter expert on all justice Sector programs and activities, including existing programs for Accusatory Justice System implementation. The Advisor will coordinate with all U.S. Government agencies and Government of Panama (GOP) entities that interact with the INL Panama Justice Sector Reform Program throughout the country and will advise the INL Director on developing, planning, and implementing all justice Sector program activities to include policy, training, and inter-ministerial coordination. The Advisor will serve as the INL Panama planner responsible for long-range planning of justice Sector program activities and ensuring that the Justice Sector Reform Program is closely coordinated with other INL Panama programs. Efforts will include developing program strategies and implementation plans within the rubric of current U.S. assistance and Panamanian national strategies, making recommendations to adjust those programs and strategies throughout

The successful candidate will:

  • Responsible for keeping the INL Director, Deputy Director, INL/WHP Panama Program Officers, and other U.S. personnel as appropriate informed and briefed on all matters relating to justice Sector training programs, advisory assistance, and training initiatives.
  • Coordinate with other INL Panama staff on training initiatives and prepare documents as necessary.
  • Provide coordination support with U.S. assistance grants.
  • Prepare regular reports for the INL Director of various program requests, cables, Congressional Notifications, and briefings and weekly report inputs as requested.
  • Plan, design, and implement justice Sector training and technical assistance to justice Sector officials in Panama.
  • Review, make recommendations, and forward for approval to the INL Director all justice Sector program proposals, program training plans and initiatives, and training curricula.
  • Work with the GOP on action plans to address capacity deficits that prevent the GOP from effectively addressing key problems.
  • Provide advisory and training assistance to the GOP in order to establish a respected criminal justice system that follows established policies, procedures, curricula, programs, and systems required to operate a modern criminal justice system.
  • Serve as the Panama subject matter expert on all matters pertaining to Justice Sector Reform; to include policy analysis and program guidance on issues such as program progress, budgeting, development of host country capacities and limitations of institutions, minor refurbishment of justice Sector facilities and training plans.
  • Conduct periodic site visits to project locations to perform on site inspections and assessments of INL projects and programs.
  • Coordinate with relevant Panamanian Civil society and international donors.
  • Assist the INL Section to assess the current partner government capability to respond to law enforcement and rule of law challenges.
Essential Qualifications:
  • U.S. Citizen, Third Country National (TCN), or Local National.
  • Demonstrated superior English and Spanish (at the FSI 3/3 level) language communications skills.
  • A Bachelor?s Degree in a related field from an accredited institution.
  • Demonstrated experience with Panama Public Ministry. 
  • Demonstrated knowledge of Panamanian judicial system especially the accusatory justice system, including courts, prosecutors, defense attorneys, law enforcement, forensics, and law schools.
  • Six (6) years of demonstrated experience related to the legal profession as a judge, prosecutor, or defense attorney, courts, criminology, and/or public administration.
  • Two (2) years of demonstrated experience in senior management roles that include strategic planning, resource management, budgeting, oversight and evaluation and active management of judicial or prosecutorial operation, management of personnel.
  • Two (2) years of demonstrated experience in justice Sector reform programs aimed at achieving U.S. rule of law and citizen safety objectives.
  • Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation and evaluation.
  • Demonstrated strong verbal and written skills and ability to present and defend complex analyses and proposals concisely.
  • Demonstrated ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated proficiency in Microsoft Office Suite.
Preferred Qualifications:
  • Demonstrated experience working and/or coordinating with other relevant U.S. government agencies (e.g., Department of Justice, USAID, etc.), international organizations such as the United Nations and host nation entities including Civil society.
  • Demonstrated experience working with Justice Sector Reform programs.
