The Avionics Subcontract Program Manager is designated as the Supply Chain representative to the Fleet Ballistic Missile Avionics directorate for production requirements including all aspects of cost, quality, and delivery/schedule in support of operational and strategic program objectives while promoting flawless subcontract and prime contract execution. Lead the subcontract management team integrating engineering (electrical, parts, materials, mechanical, survivability, systems & range safety), quality, finance and subcontracts, as needed for troubleshooting and standard production issues. May include regular travel to subcontractor sites. The SPM will write Statement of Work (SOW) for subcontractors and in some cases be the Control Account Manager (CAM). Act as the primary liaison to Navy SSP counterpart, including communicating status, collaborating on prime proposal scope requirements & authoring BOEs. Assists subcontract administrator in evaluating subcontractor proposals, including writing technical evaluations. Travel to LM Space sites (Sunnyvale, CA, Denver, CO), and subcontractor sites is anticipated.
Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 15 years or more of professional experience; or 13 years of professional experience with a related Masters degree.
Experience in manufacturing and production of aerospace hardware.
Experience in establishing scope of work and writing technical or non-technical documentation (e.g. Specifications, Statements of Work,
Contracts/Subcontracts, Supplier Deliverables).
Experience managing contractual scope with a supplier.
Experience in proposal review and contract negotiations.
Demonstrated ability to build collaborative relationships with both customers and suppliers.
Demonstrated ability to work virtually with geographically diverse teams.
Ability to work multiple tasks and deal with competing priorities in a highly matrixed organization with many different customers.
Highly developed critical thinking and problem solving skills.
Excellent communication skills, both written and verbal.
IPT/SMT leadership experience.
Leadership skills displaying attributes of Full Spectrum Leadership.
Experience transitioning products from development to production.
An understanding of quality and configuration management.
Program Management training.
Control Account Management and Earned Value Management training.
Familiarity with data analytics tools and methodologies.
