Description: Lockheed Martin Missiles and Fire Control is seeking a Contracts Negotiation and Administration Leader on the PAC-3 Lower-Tier Integrated Air and Missile Defense Program located in Grand Prairie, TX. The successful candidate will perform a key role in strategically shaping the future of Lockheed Martin through capturing follow-on and new business as well as developing leaders within the organization.

Managerial responsibilities include:

Management and supervision of a team of Contracts Negotiators/Administrators (three to four employees).

Coordinating employee recruitment, selection and training, performance assessment, work assignments, salary determination, and recognition/disciplinary actions. Focuses on directing organization to meet critical schedules, resolve complex technical or operational problems.

Reviewing and approving Contracts work products such as formal letters to Customers, Proposals / Quotes to Customers, Proposal Authorizations, Contract Authorization Documents, Directives, Proprietary Information Agreements, and other business agreements.

Day-to-Day Operational Tasks include:

Negotiate new and follow-on contracts with mostly U.S. Government Customers.

Provide proposal preparation support (e.g., follow-on contracts, change orders, etc. and contract guidance throughout proposal preparation).

Review and evaluate Customer requests for proposal or revisions to contracts. Often includes review of terms and conditions.

Preparation of proposals to Customers and the underlying proposal review briefing packages, fact finding and negotiation; provide risk assessments and offer creative contracting approaches to mitigate risks, including alternative contractual language / clauses.

Investigate and reconcile significant contract changes involving cost, specifications, schedules, etc. and advises management of contractual rights and responsibilities.

Serve as a business advisor to the senior Finance and Business Operations staff and Program Management team on matters pertaining to business and contracting issues.

Coordinate and consult with legal staff as appropriate.

Oversees the evaluation of contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.

Ensures communications are maintained for timely contract execution by the parties.

Ensures final contract documents are consistent with agreements reached at negotiations.

Briefs management on program status and contractual issues.

Effective working understanding of Lockheed Martin procedure and application.

Potential for ad-hoc assistance with the preparation of Pricing and Availability (P&A) responses for FMS (Foreign Military Sales) and subsequent processes of securing Letters of Acceptance (LOAs).
Desired Skills: Managerial and/or leadership experience in a Contracts Department.

Prior experience within a Lockheed Martin Finance and Business Operations organization is highly desired.

Foreign Military Sales (FMS) experience desired.
Basic Qualifications: Must have or be able to obtain a security clearance.

Bachelor's degree required.

Experience in all aspects of the contract life cycle including proposals, administration throughout performance, and contract close-out with a defense contractor.

Managerial or other significant leadership experience.

Proficient in the FAR and DFAR and the application of the laws in DOD contracting.

Familiarity with the ECE (Electronic Contracting Environment), Inter Work Travel Authorization (IWTA) system and their governing policies and procedures.

The candidate must possess the ability to influence positive business outcomes with fact, reason, and the ability to convey the company?s positions both orally and via exceptional writing skills.

This is a highly visible role often involving face-to-face negotiations with U.S. Government Customers (both Military and civilian). As such, the successful candidate must possess exceptional bearing and professionalism.

Availability for occasional domestic travel is required.

Proven ability to develop internal and external relationships.

Full Spectrum Leader with team lead experience.
