The Section Manager will be a member of the SEIT Indianapolis leadership team, and as a frontline leader will be responsible for a section of approximately 25 members. It is expected that the remaining activity for the successful candidate will be on direct program assignments and special tasking.

?Oversee, supervise and lead a diverse team of up to 25 members performing Systems Engineering tasks across a broad portfolio of projects and work packages
?Conduct Performance Development process actions to include goal, interim and year-end performance reviews and discussions with employees
?Communicate with open and honest feedback to section members, perform formal and informal reviews with each member, and establish meaningful and measurable goals with the team that are aligned to the Raytheon IIS Goals
?Collaborate and interact with Program Managers, IPT Leads, other Section Managers, and the Department Manager to achieve business objectives
?Participate in hiring and onboarding of new team members
?Provide program status, execute corrective actions, and assist the Department Manager in all areas related to program/proposal staffing, cost proposal preparation and approval, personnel development and growth, direction of IIS initiatives, and controlling overhead expenses
?Lead by example and reinforce to the team the Raytheon?s Vision, Strategy, and Goals & Values
?Drive alignment, motivation and collaboration within multifaceted and self-directed team
?Prepare presentations, written communications and facilitate meetings

Required Skills:
?Knowledge of/or experience with Systems Engineering technical standards, principles, theories, concepts and techniques
?Strong understanding of the systems engineering lifecycle
?Experience leading small to mid-size teams (15 to 25 SEIT personnel)
?Ability to work in a multi-discipline team environment to include experience working with other related disciplines (e.g. Software Engineering, Hardware Engineering, Specialty Engineering (Cyber, Human Factors, Safety), Configuration Management, Mission Assurance)
?Understanding of systems engineering metrics
?Understanding of EVM principles: EVM certified or ability to obtain certification within 6 months of job acceptance
?Ability to estimate Systems Engineering support hours as part of an integrated product team
?Ability to identify risks and opportunities associated with Systems Engineering support to programs
?Excellent verbal and written communication skills including the ability to present to various levels of management
?Experience analyzing and decomposing requirements, development of system architecture and system test
?Experience with Office, Project, Visio, Windows, Requirement Management tools
?Ability to obtain and maintain a US Government Secret security clearance US Citizenship required
?Ability to travel (<25%)

Desired Skills:
?Experience with Raytheon?s proposal capture process (development of compliant Basis of Estimates, and White Sheet Development)
?EVMS Certified and professional exposure to EVMS or similar budget tracking system
?Familiarity with the Estimate at Complete (EAC) process
?Familiarity with the Engineering Labor Forecasting (ELF) system

Education Requirements:
8 years with a BS/BA in Science, Technology, Engineering or Math or related technical degree; 6 years with a Master's Degree in Science, Technology, Engineering or Math or related technical degree
