Director of Proposal Development
Location: Arlington Virginia

Position Description: STS International, an innovative systems engineering and integration firm, is seeking an experienced Director of Proposal Development to manage STS proposal efforts. This individual will operate in a leadership role, partnering with internal and external capture, pricing, and operations teams, to oversee the development of compliant, compelling, competitive, and winning proposals. This individual is expected to have both broad and specific knowledge across federal, business, financial, contractual, personnel, project, proposal management, and business development domains to successfully manage high quality, compliant proposals teams.
Work Location: This position will require some on-site work at our Arlington, VA office. There are no provisions for relocation. All candidates must be within the Arlington, VA commuting area or be willing to relocate or travel to Arlington, VA at his/her expense. Our office is within easy walking distance of the Crystal City Metro station. When on-site work is not required, telecommuting will be permitted.
Position Role:
? Build, lead and develop the capabilities of STS? proposal resources.
? Directs proposal development managers, writers and technical specialists, including publications facility personnel, in the conceptualization, development formulation, fabrication and publication of complex technical proposals in response to public and private business solicitations.
? Develops and executes business and proposal development objectives within established budgets to reach determined goals
? Directs and manages people, material, and financial resources to achieve STS strategic and tactical new business objectives
? Cultivate relationships with senior level internal stakeholders and partners.
? Align with BD and Capture to continuously improve STS proposal capability.
? Delegates authority and responsibilities to subordinates to ensure that each proposal project works toward maximum potential.
? Directs the proposal development process to include capture/proposal management, education, training and policy for the success of acquiring follow-on or new business.
? Oversee the end-to-end proposal process, providing supervision of multiple Proposal Managers that manage proposal team members, corporate proposal calendar and team prioritization to allow support of multiple, concurrent proposals.
? Manage proposal resources, and coach capture teams and proposal teams on pre-proposal and proposal methodologies
? Identify proposal efficiency opportunities, including process improvement, new tools and reuse of existing proposal content.
? Confirm the solutions correctly represents the overall approach and features and benefit/win themes.
? Provide detailed guidance to proposal managers within the company.
? Provide training to members of the leadership team and other stakeholders on win themes, color team reviews and the proposal process.
? Communicate proposal-related requirements and status to senior management as appropriate.
? Contributes to the development and continuous improvement of proposal development resources, processes, tools, and templates
? Ensures the assessment of solicitations, response timeframes, capture maturity, teammates, and other proposal elements are appropriate for the proposal resources, processes, facilities, and scheduled to meet customer and internal proposal requirements
? Conducts writer training and working sessions, to include content refinement to achieve proposal compliance and alignment with proposal themes and messaging
? Performs operational staff management, including scoping and monitoring proposal efforts, setting priorities, and aligning resources.
? Mentors employees in proposal management, development, and publications best practices.
? Provides ?troubled proposal? recovery plans and support.
? Supports capture management activities during pre-solicitation release phases
? Performs other qualified related duties as required.
Minimum/General Experience:
? 12 years in DoD business development environment or closely related position with at least 6 of the 12 years in extensive proposal development.
? Candidate possesses complete understanding of proposal development process.
? Candidate will have a career experiences that demonstrate effective leadership, excellent communication and interpersonal skills.
? Excellent technical writing and editing, including editorial skills
? Strong knowledge of industry-wide best practices in proposal management.
? Excellent written and verbal communication skills with a professional demeanor, able to work with a wide range of technical professionals and clients.
? Must be highly organized and able to multitask while working under strict deadlines.
? Strong knowledge of Microsoft Suite of products (Word, Excel, PowerPoint, etc.) in addition to Adobe professional software, Microsoft SharePoint.
? Work well under pressure with the ability to simultaneously deliver on multiple tasks and/or priorities.
? Must be able to work extended hours, often with short notice, to meet deadlines. Extended hours may include late nights, early mornings, weekends and holidays.
? Demonstrate ability to work efficiently under conditions of multiple deadlines and changing priorities to produce a large volume of high-quality material with attention to detail.
? Bachelor?s degree or higher from an accredited College.
? Active DoD secret clearance or higher.
