Job Summary
 
Afghan National Defense Security Force (ANDSF) Communications and Information Communications Technology (ICT) Advisor Support the senior government advisor to the ANDSF Communications and ICT sections by advising the Directors and Deputies to establish priorities, plans, and staff assignments to achieve the objectives of the Ministerial Development Plan (MDP).
 
Principal Accountabilities
  • Ensure mentoring efforts and messages are consistent with Resolute Support Mission (RSM) advising priorities and maintain readiness to participate in RSM advising coordination meetings in conjunction with or absence of RSM military advisors.
  • Assess progress related to Program of Action and Milestones (POAM) milestones and objectives and advise on specific actions needed to meet milestone timelines.
    • Spectrum Management Process: Mentor ANDSF to manage their frequency spectrum for Afghan Government.
    • Information and Communications Technology (ICT) Infrastructure:  Mentor ANDSF regarding expansion, operations and maintenance (O&M), sustainment and life-cycle refresh of ICT infrastructure, particularly data networks.
    • MOD Cybersecurity: Mentor ANDSF to implement fundamental cybersecurity structures and processes to ensure the confidentiality, integrity, and availability of critical information and information systems.  In particular, provide technical hands-on guidance and advice for implementation of the Critical Security Controls (as maintained by the Council on Cybersecurity).
    • Readiness:  Mentor ANDSF to produce and sustain ICT forces that are manned, trained and equipped to conduct operations.
  • NOTE:  To achieve all objectives, the ANDSF Communications and ICT staffs must be able to plan, program, budget and execute (PPBE) for their capabilities. 
  • Review RSM MDB documents and provide recommendations for changes in competency assessments, objectives, action plans on a quarterly basis.
  • Facilitate evaluation of communications readiness and promote coordination between ANDSF Communications, ICT and remote communications users by maintaining contact information on ANDSF Headquarters staff coalition-funded subject matter experts/specialists and associated communications mentors at key ANDSF locations.
  • Participate in RSM and ANDSF staff meetings associated with work performance requirements and provide reports on at least weekly basis to the senior government advisor documenting progress made, completion of specific deliverables, problems encountered, and recommendations to facilitate more effective transition of responsibilities from RSM to ANDSF, as applicable.
  • Facilitate evaluation of the cyber security policies, procedures, and readiness of ANDSF data networks.  Work with ANDSF ICT staffs, as well as their Network O&M contractors, to support cybersecurity training and ensure appropriate Information Assurance and cybersecurity practices (minimally defined by the critical security controls) are in place.
  • Facilitate evaluation of the ANDSF Network Infrastructure and its ability to provide connectivity and support of critical business, intelligence and warfighting systems and a growing user base.
  • Support ANDSF efforts to PPBE for ICT capabilities.
  • Provide RSM staff support to include developing presentations for GO-level audience; researching, analyzing and creating written assessment reports; and supporting staff, working group, operational planning and other meetings
  • Perform other duties as assigned.

Knowledge & Skills

  • Demonstrated proficiency in written and verbal communications skills.
  • Must sign Non-Disclosure Agreements.

Experience & Education

  • Military communications officer (O-5 level) background.
  • Experience in military radio operations, computer networks (design, operations, or installation), advising/consulting, and project management.
  • With the consensus of the Government Civilian or Military person assigned as the Senior Advisor an individual with multiple years of experience advising at senior levels in Afghanistan may be substituted for military communication officer (O-5) background.
  • Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.

Physical Requirements/Working Environment

  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
  • Must be able to operate in harsh and austere conditions of Afghanistan

Travel

  •  Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
