Advisor, Accounting/Finance shall build and effectively use sustainable FM procedures ICW GIRoA law and MoF policy/regulation
Conduct economic analysis, business process re-engineering, and economic/business development pertaining to revenue generation;
Payroll processes, budget formulation/execution, and staff development;
Monitor international donor direct contributions to ensure funds are utilized IAW applicable international and domestic laws/regulations;
Promote a FM staff professional development plan
Promote transparency/accountability pertaining to banking or other financial transactions associated with the Treasury Single Account and international/coalition funds balances, transfers, and cash flow; establishment/use of internal controls to promote transparency, accountability, and organizational processes.
Ensure daily, interpersonal, and hands-on practical interaction with Afghan counterparts in their operating environment, subject to RS-directed force protection and movement restrictions, IAW the requiring activity's plan of action & milestones for the essential functions of ANDSF requirements generation and PPBE.
Travel to HQ/field locations as required to advise/mentor finance officers.
Submit a weekly update report to the requiring activity detailing progress achieved toward the requiring activity's plan of actions and milestones and a plan of action for the coming week that supports the requiring activity's plan of action and milestones.
On a recurring basis as requested by the requiring activity, provide economic summary reports associated with the status of Afghanistan as it pertains to the global economic situation, consolidated reports on World Bank and International Monetary Fund actions affecting Afghanistan economics, and reports summarizing overall economic conditions in the Southwest Asia Region.
Coordinate with U.S. Embassy staff Economic Advisors/Counselors regarding state of the Afghan government's ability/capability for increasing revenue and reducing inflation.
Pertinent reports would include, as needed, executive-level summary of pertinent SIGAR reports and the implications to the MoF and the greater economics of Afghanistan.
Performs other duties as assigned.
Knowledge & Skills
Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.
Must have a final (not interim) DoD SECRET Level Security Clearance, or be able to reactivate one, before deployment and maintain that clearance.
Experience & Education
Minimum 10 years of relevant work experience at the executive level (e.g., Senior Executive Service, General/Flag Officer) as a government employee, contracted consultant, or combination of the two, at the national (Defense, Cabinet, or Ministry) level, or corporate equivalent.
Master?s degree in economics, finance, business, management, or accounting from an accredited institution of higher education.
Physical Requirements/Working Environment
Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan.
Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
