Global Business Services (GBS) Global Customs Organization (GCO) is looking for an Import Declaration Advisor to plan, organize, and execute day-to-day import operation transactions to achieve targeted results in a fast paced and challenging import environment. This position is responsible for seamless and compliant importation, and meeting all Customs (US goods returned, military duty free, free trade agreements) and other government agency requirements (BATFE, FDA, DOT etc.) per procedures and primarily serves our RMS (Missile Systems) business.
The Import Declarations Advisor reports to the Services Leader, IDS/RMS directly and matrix-reports to the Import Supervisor. This role serves as an export declaration primary point of contact for IDS/RMS programs executing exports as well as business EX/IM licensing. In order to balance the work of our GBS-GTO team, this role may be requested to execute import declarations for programs associated with multiple businesses.
·Ensure compliant submission of import declarations via instructions to Agent-Filer, including management of customer expectations through collaboration, complete record keeping packages, and management of licensing requirements.
oProcess Import transactions working with internal Programs and functions, Licensing, Export/Import Compliance, Shipping, Traffic, Brokers, Freight Forwarders and US Customs.
oGenerate the required documentation necessary for Import transactions using SAP-based and other systems.
·Translates regulatory declaration requirements into comprehensive easy-to-understand consultative guidance in order to ensure compliance and facilitate shipment execution.
·Probes individual work product and assesses common practices to identify discrepancies and gaps in training and knowledge.
·Assess the accuracy of program/supplier-provided documentation, escalate for timely resolution, and refer matters of recurrence with recommended solutions to Export Declarations Leader.
·Applies consistent methodology when assigning a Harmonized Tariff Schedule number across similar product and product families.
·Monitor, escalate, and resolve Agent-filer service failures.
·Operates in accordance with standard operating procedures. Recommends updates to processes and tools to accommodate compliant and facilitative goods flow.
·Represents the organization as primary contact for export declaration filing with internal customers and third party service providers.
·Provide support and control for export declaration activities, and maintain compliance with the International Traffic in Arms Regulations (ITAR), and Export Administration Regulations (EAR), Foreign Trade Regulations (FTR), Customs and Border Protection Export Enforcement (CBP), and other relevant trade compliance regulations.
·Manage and maintain export files and records in accordance with U.S. Government export regulations and company policies.
·Identify and report to Leadership and/or other trade compliance management any potential violations of trade compliance laws and compliance violations and any incidents involving significant weaknesses in processes or procedures.
·Supports internal, external, and government-directed compliance audits and assessments as requested.
§ 4 or more years of trade experience in licensing/trade, policy, government relations, business or related field
§Detailed and task oriented
§Extensive knowledge of Customs Regulations and application of import trade regulations (e.g., International Traffic in Arms Regulations (ITAR) and Alcohol, Tobacco and Firearms (ATF)) including history with license management.
§Strong organizational skills with the ability to manage, respond efficiently and effectively to time-critical issues.
§Strong verbal and writing skills.
§Self-starter who can develop effective networks with internal and external customers.
§Licensed Customs Broker / Certified Customs Specialist
§Master’s Degree in International Business or related
§Microsoft Office applications, SAP, ITCS , RGEMS
§Time management, prioritization, and organizational skills; ability to prioritize among demanding environment.
§Excellent customer relationship/interpersonal skills.
§Foreign Language speaking/writing
§Licensing Empowered Official Experience
A BS/BA degree in Business Administration, Finance, International Business or related field AND 4 years of related experience is required.
In lieu of education we will consider candidates who are currently Licensed Customs Brokers with 12 years of applicable work experience gained in an Import/Export setting.
