JOB REQUIREMENTS

Four years of professional level experience in solid waste, recycling, composting, contract management or related fields to include planning and programming processes

PREFERRED QUALIFICATIONS –

The job requirements listed above, plus:

Principles and practices of solid waste post collections operations, composting, recycling or related field.

Ability to prepare written reports using qualitative and quantitative analysis, charts and other project management techniques

Job Duties

Manages and directs the field operations of one or more solid waste facilities and programs in the areas of collection, recycling, and disposal of waste and recyclables. 2. Plans, organizes, directs and assigns the work of supervisory staff. 3. Prepares reports in preparation of budget. 4. Monitors operational performance and makes recommendations for system improvements with special emphasis in the areas of expected tonnage, vehicle transitions, equipment maintenance and fuel usage, preparation of equipment specifications, award of bid, equipment rental needs, and coordination of contract services provided to the Division. 8. Ensures compliance with local, state and federal regulations, statutes, ordinances and permit conditions as they relate to solid waste and fleet maintenance; reviews proposed regulations to determine potential impacts and proposed amendments.

Prepares monthly safety meetings and performance reviews, observations, new hire training and or terminations as needed.

Knowledge of:

training principles and techniques; solid waste collection, disposal, and recycling methods and systems

cost elements and revenue sources for solid waste projects and services

computer word processing, database and spreadsheet software application
