Job Summary
 
Logistics Planning and Sustainment Support Senior Mentor is responsible for providing multi-echelon sustainment and logistics mentoring and training to the Afghan National Defense Security Force (ANDSF) relating to planning and executing strategic initiatives that build enduring capability within the ANDSF.
 
Principal Accountabilities
  • Mentor and train ANDSF on how to plan and execute multifunctional end-to-end logistics, focusing Demand and Supply planning.  Advise and assist the coalition and ANDSF forces in support of the ANDSF on organizational structures, such as tashkils and manning of logistical and other ANDSF units.
  • Mentor and train ANDSF toward the development of policies and processes throughout the functional areas of logistics and sustainment to include Item Management and Program Management.
  • Mentor and train ANDSF regarding research, studies and planning to improve logistics and sustainment support; to include the topics of policy, procedures and doctrine, as well as analysis in the areas of ANDSF business decisions, programmatic planning, revised business processes, technical or business process architectures, and information systems requirements.
  • Uncover process weaknesses in, and mentor and train ANDSF on a variety of topics related to, logistics and sustainment management and industrial operations (e.g., maintenance, sustainment, and resourcing, programming, and financial management) – with a principal focus on end-to-end sustainment process analysis.
  • Mentor and train ANDSF on the development, support, and facilitation of specific initiatives focused upon improved logistics processes, doctrine, and training.
  • Work with ANDSF stock record personnel to spot check and correct errors when identified.
  • Ensure data is shared up the chain of command to support national asset visibility reporting and in reflected in the automated logistics systems.
  • Mentor and train on both education and training activities related to logistics and sustainment. Provide initial and sustainment training to mentees, other advisors, representatives of the ANDSF and other assimilated persons/employees. Specifically, as part of their advisor and assist mission, they may conduct initial, refresher and improvement training for any and all of their ANDSF target audience.  This audience, although not exclusive to, centers upon the Host Country Nationals [HCNs] contracted employee Logistics Specialists, logistics officers and soldiers of the Afghan National Army and police/soldiers the Afghan National Police.  Subsumed within this requirement are the student management functions, course work and classroom development for selected courses as needed and specifically for the contracted logistics specialists.    Responsibilities may include the continuing mentoring of the HCNs contracted employee Logistics Specialists after they complete training and deploy to their assigned locations.   Required courses include, but are not limited to the Logistics Course. Locations include, but are not limited to the US/Coalition installation at Hamid Karzai International Airport [HKIA].
  • Advise and mentor the ANDSF on the Logistics (Maintenance and Supply) requirement owner’s role and responsibilities in order to inform the Afghan BBPE process.
  • Advise and mentor the ANDSF on logistics requirements generation and prioritization
  • Monitor performance of ANDSF personnel conducting automated logistics systems functions for deficiencies and provide corrective training as required to eliminate noted deficiencies.
  • Each week, submit a weekly update report to the requiring activity in order to illustrate: progress achieved toward the requiring activity’s plan of actions and milestones; and a plan of action for the coming week that supports the requiring activity’s plan of action and milestones.
  • Perform other duties as assigned
Knowledge & Skills
  • Working knowledge of automated supply/logistics systems
  • Understanding of and experience with logistics and sustainment programs from either a technical or programmatic perspective.
  • Ability to effectively communicate the results of the studies and analyses to sponsoring senior Coalition and ANDSF officials through written reports, briefings, formal class room training, and oral presentations
  • Capability to be effective in a complex strategic environment through influence and interaction.
  • Strong analytical skills using appropriate quantitative and qualitative tools and methods.
  • Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.

Experience & Education

  • Masters’ degree with 6 years’ or Bachelor’s degree with 8 years’ experience in supply/logistics operations.
  • Management experience of 4 years.
  • Must have a final (not interim) Department of Defense (DoD) Secret Level Security Clearance before deployment and must maintain that clearance

Physical Requirements/Working Environment

  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
  • Must be able to operate in harsh and austere conditions of Afghanistan

Travel

  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
