S3’s Airborne Early Warning and Reconnaissance Systems is seeking an experienced Program Manager to lead a highly skilled, geographically diverse program team. This Program Manager position is responsible for the successful execution of the Advanced Synthetic Aperture Radar System (ASARS) 2A Program, sustainment activities. This PM is responsible for technical, cost and schedule performance on contract for the ASARS 2A program. The PM will establish milestones, performance metrics, and evaluation controls to monitor adherence to program master plans and schedules. The PM will develop evaluation and control metrics and associated reports that accurately measure progress and identify risk elements in sufficient time for corrective action to be taken, to ensure Raytheon meet's contract commitments. This role involves managing diverse teams, direct engagement with the government customer program office, and engagement with Raytheon senior leadership. ¬ This PM will also have profit and loss (P&L) and AOP accountability for the ASARS 2A program, and will be a key contributor to overall portfolio growth.
ASARS has 9 deployed systems; including management of an IOT to RTN IIS for 21 Field Service Support Representatives, depot repair of lrus, procurement of airborne spares, and management of in-plant engineering (system and software) activities. This Program Management position will require frequent interfacing with the customer at Warner Robins AFB for daily sustainment task prioritization and with the airborne leads at 4 deployed locations. Responsibilities include review of spares procurements (bonded stock replenishment and customer purchase directives), ROMs / BOE rationale, monitoring of cost/schedule performance for those orders, VAR reporting, and estimate/delivery date updates to customer, depot repairs across all open fiscal years.

Required Skills:

  • Leading the preparation of all material to ensure compliance with business processes (IPDS, EVMS, PMX, EPIC) and other specific functional processes
  • Identifying and implementing key program metrics and leading the development of situational awareness charts that can be used as management tools by program leadership teams to drive program success
  • Support internal and external customer reviews
  • Conducting Program status meetings, program reviews, financial tracking and communicating program metrics
  • Ensure timely and effective IPDS Gate process compliance
  • Ensure rigorous implementation of risk and opportunity management
  • Coordinate with Subject Matter Experts to maximize use of best principles
  • Implement and monitor an effective action item tracking system to ensure complete and timely closure of action items
  • Minimum of 10 years of related experience.
  • Knowledge of implementation of the Program Management Plans Prior knowledge working within the Defense industry supporting the product life cycle.
  • The ability to operate independently but still retain the larger company focus
  • Leading functional groups in the development of products in compliance with IPDS, EVMS and other specific functional processes, (ie. EACs, Gates, etc.)
  • Solid negotiating skills and the ability to effect change management
  • Exceptional communication, writing and presentation skills
  • Active DoD Secret Clearance
  • U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.

Required Education:
  • Bachelor’s degree in Engineering, Science, Math or a related field
