Job Description: C2BFR Department Staff Manager and Capture SME

Raytheon Integrated Defense Systems (IDS) is looking for a Software Engineering Staff Manager and Capture SME in its Command and Control and BattleField Radar (C2BFR) Software Department. The C2BFR Software Department specializes in Large, Real Time and Non-Real Time Command and Control and BattleField Radar Software Systems deployed throughout the world. Our mission is to supply effective, affordable, and reliable solutions for C5I systems.

As a member of the Software Leadership team, the Staff Manager and Capture SME role includes personal contribution to program and pursuit objectives as well as line management responsibilities for personnel within the SW Staff Section, which is made up of Engineering Fellows, Software Product Line Managers, Software Program Managers, and Software Technical Directors (TDs). The Staff Manager and Capture SME will team with the Department Manager in defining and deploying improvement initiatives in support of the Software Engineering Department goals. In addition, the SW Staff Manager and Capture SME will be asked to stand in when the TRS SW Department Manager is unavailable.

The individual will be responsible for managing approximately 12 senior engineers and fellows who primarily perform Software Engineering and Capture Engineering tasks related to Radars and Command, Control, Computers, Communications and Intelligence (C4I) Systems. Responsibilities include coordinating and optimizing pursuit staffing and supporting requisition development and interviews as needed. The candidate will manage Section members’ performance development, training, career growth and recognition, as well as maintaining the broader Engineering Fellows pipeline across the SW Department.

The SW Staff Manager and Capture SME must have a background in Radar domain and/or the development of large scale SW systems, and will be expected to play a technical leadership role in program capture and execution strategy. The individual will also be expected to be a change agent and help improve the department’s processes and product lines for the future success of the business.

As a part of the C2BFR software leadership team, the section manager will help achieve the department goals, support the product line roadmap, and participate in or lead several initiatives, including flawless program execution, productivity and quality improvements (including use of AFPD, DevOps, and Six Sigma), new business, affordability, and innovation.

Specific Duties Include:
• Preparing budgets, schedules, staffing plans, etc. as required to manage support to programs
• Improving productivity and quality of the section efforts/products
• Advancing the technology of the sections products/processes
• Monitoring / planning staff workload and ensuring that each member has full time work throughout the year
• Performance development/assessment and salary planning
• Rewarding employees and approving RStar achievement and Spot awards
• Ensuring team members adhere to Raytheon policy and support Raytheon’s vision and goals
• Ensuring team members are trained for their role and assigned tasks
• Tracking metrics
• Providing proposal support
• Providing technical or managerial contributions to one or more programs/pursuits

Required Skills:

• Minimum 12 years of experience in SW development activities, including at least 5 years of experience leading technical teams
• Minimum 3 years of experience in Radar systems SW design & development
• Familiarity with C2 Architecture and C5I domain
• Prior experience in functional and program leadership role for defense/aerospace programs (e.g., section manager, or IPT lead)
• Demonstrated experience and a working knowledge of bidding process and proposal development(for example, RFPs, proposals, contracts/subcontracts, Gate and Milestone Reviews)
• Software C5 metrics, cost estimating and the use of metrics to drive improvement
• Demonstrated experience with software architecture, design, and deployment principles for large software systems
• Demonstrated experience in software project planning and management
• Professional written and verbal communication and interpersonal skills
• Proficiency with software engineering processes and procedures throughout the product life cycle, including EVMS and IPDS and an advocate for process improvement including agile SW development techniques
• Earned Value management, Cost Account Management (CAM) certification level 3 or equivalent
• Good communication skills and ability to effectively interact with subordinates, customers, and other Raytheon organizations.

• Excellent follow-through and persistence
• Active secret clearance

Desired Skills:
• Prior Radar DSP experience
• Ability to write technical topics and cost basis of estimates for new business proposals
• Experience in change management
• Agile scrum master or product owner
• Cloud computing
• DevOps, Automated testing experience
• Currently or recently worked on one or more Radar domain programs
• BOE writer certified
• Master’s Degree in STEM, or MBA
• Proven multi-disciplinary leadership ability
• Experience in Root Cause, Failure Analysis and Corrective Actions
• Raytheon 6Sigma Specialist or equivalent
• Raytheon Certified Architect or completion of Raytheon SW Architecture Program or equivalent

Required Education (including Major):
• A minimum of a BS in Computer Science, Engineering, Physics, Math or related technical field is required. An advanced degree is strongly preferred.
