Raytheon IIS is seeking a Material Program Manager (MPM) to be responsible for providing Integrated Supply Chain (ISC) solutions for the front end of the business (FEOTB). The ideal candidate will have outstanding and proven teammate skills in a FEOTB and execution environment. This individual will be responsible for supporting FEOTB activities within the Navigation, Weather and Services Mission Area with an immediate emphasis in the Air Traffic Systems sub mission area of Raytheon Intelligence Information and Services. The role works closely with all Supply Chain functions, Engineering, Integrated Operations, Finance, Contracts, and Business Development to capture new business to develop teaming and supply chain strategies that create competitive advantage and increase Pwin.
Responsibilities will include:
•Leading Supply Chain (SC) capture efforts on key pursuits, including source and team strategy development, teaming agreement negotiation and execution, small business plan development / author small business participation plan, bidding/pricing/costing of labor Basis-of-Estimates and outsourced materials/services, material program strategy development, and participation in customer proposal follow up actions.
•Develop SC strategies in support of proposals, in cooperation with Program Management, Business Development, Engineering and other functions. Providing selling/marketing support for pursuits by providing supply chain subject matter expertise
•Deliver SC subject matter expertise in response to customer-focused marketing solution development and representing the SC function in proposal “color” (strategy and proposal review) teams and win strategy sessions.
•Author SC proposal content for management, technical, cost, and past performance volumes
•Providing strategic advice to the pursuit capture team for Make/Make Where/Buy
•Ensuring early development of the material program plan (MPP) and proper hand off to the execution team upon proposal win
•Assist the CSM Supply Chain Director in development and management of department budgets
•Minimum of eight (8) years related experience, both domestic and international, preferably in multiple aspects of Supply Chain, Business Management, and/or Contracts Management in government acquisition environments (FAA, DoD, DCS)
•Demonstrated IPT leadership skills, and experience leading large teams; ability to coach, motivate and empower others. Strong negotiation skills and the ability to lead effectively and resolve conflict within a matrix environment. Demonstrated ability to influence key decision-makers and to effectively interact with partners and customers
•Strong project management skills and ability to convert customer requirements into executable Supply Chain strategies
•Excellent risk and opportunity management methodologies and problem resolution techniques. Strong critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity
•Demonstrated ability to understand financial information, budgets, and program performance and develop strategies to improve performance in these areas
•Exemplary oral and written communication skills, ability to listen well and communicate effectively at all organizational levels. Ability to build and maintain effective relationships based on mutual respect with peers, customers and team members
•Working knowledge of supply chain processes and related systems, proposal support, subcontract management, and logistics and asset management
•Working knowledge of US Government acquisition laws and regulations (FAR)
•Working knowledge of Microsoft Office (Word, Excel, and PowerPoint)
•Contracts experience developing sell strategies which include terms/conditions, contract geometry, and shaping
•Previous experience with program execution working in Supply Chain
•Working knowledge of Raytheon Integrated Product Development System, Earned Value Management System and Integrated Master Planning/Integrated Master Scheduling
•Experienced MS Project and/or Tableau user
•Raytheon R6S Specialist certified / Six Sigma Green Belt
•PM Level 6 or MPM Level 3 or SubK Level 3 certified
•Subcontract management experience
Required Education (including Major):
•Bachelor’s Degree in Supply Chain Management, Business Management, Engineering or related field. M.B.A or M.S. preferred. Or equivalent combination of education and experience (Bachelor Degree = 8 years of additional applicable experience)
