Development Program Manager (G11)
The Area Defense Systems program is looking for a Development Program Manager that will be responsible for managing the development of the P150 program for the US Navy project office, IWS 3A. This position will report directly to the SM2 Development Program Manager. This position is the primary interface as required with IWS 3A the Navy SCO, other Navy support organizations, key suppliers, and the RMS cross-functional team to successfully capture, execute, and deliver on a program leading to a full EMD and follow-on production program.
The P150 Development Program Manager is responsible for managing day to day development activities to include cost and schedule execution. The program is currently under contract to develop a capability to meet a rapid fielding requirement identified by the Navy and accelerated through the SCO.
The P150 Development PM has significant responsibility for driving program execution to meet customer expectations in support of a rapid demonstration program. As part of this effort, he/she will develop capture strategies to secure follow on contracts for a full scale EMD program, leading ultimately to a production program.
Additional responsibilities include:

  • Lead the development Team of 5 to meet cost, schedule and quality goals
  • Establish/review metrics, define tasks, provide direction and prioritize activities
  • Develop/maintain schedules and resourcing plans in coordination with the PMO business management team utilizing EVMS to manage cost and schedule
  • Identify problems that can significantly impact program
  • Determine best course of action to resolve issues while maintaining product quality with proper consideration of cost and schedule
  • Serve as the focal point on critical decisions, policy, program direction and commitment of resources for development
  • Participate in maintaining budget position, reduction of program costs and obtaining government consideration when appropriate
  • Provide technical interface as required to ensure customer satisfaction

Required skills:
  • At least 10 years of progressive program management or related engineering and development experience
  • Display ability to develop, communicate, implement tactical plans and develop strategies for future development
  • Display ability to foster collaboration between functional organizations and affect integrated solutions
  • Display ability to keep team members focused on schedule milestones and objectives and must motivate the program teams to develop cost effective, customer-oriented solutions and approaches
  • Experience in working with customers and professionally representing the company in the customer community
  • Highly effective communication and writing skills
  • Strong interpersonal skills especially in team building/maintenance and customer relationships
  • Strong technical engineering background
  • Successful experience as a large scale IPT Lead or program/project manager
  • Certified or ability to obtain RTN Program Manager Level 4 certification or higher within 12 months
  • Demonstrated success developing and/or communicating a program strategy, communicating and inspiring engagement on a vision, and developing employees
  • Ability to travel domestically and internationally
  • DOD Secret security clearance
Desired skills:
  • Raytheon Six Sigma Specialist
  • Experience with US Navy customer, project management, and acquisition processes
  • Knowledge of Integrated Product Development tools and processes
  • Background in program planning and successful implementation
  • Knowledge of financial processes (Estimate At Completion)
  • Earned Value Management System (EVMS) certified with an emphasis on variance analysis

Desired Education:
  • B.S. in Engineering, Physics, Applied Mathematics or related Technical degrees
  • Advanced degree desired
