The Contracts & Compliance Mgr Sr is responsible for effective management of the Contracts and Compliance Department under the leadership of the Director, Contracts and Compliance. Also responsible for all coordination with DI Trade Compliance to ensure proactive identification, monitoring and management of ITAR/TAA obligations with respect to all ongoing and any new contracts.
(Typical duties include the following, although specific duties vary by assignment or contract.)
Direct and manage the daily operations and work efforts of assigned contracts administration and subcontract administration staff.
Ensure compliance with corporate and externally regulated policies and procedures.
Facilitate effective implementation of contract responsibilities with program objectives.
Monitor performance of contracts and subcontracts to ensure timely and correct delivery and to anticipate and resolve contract issues by coordinating solutions with internal and external stakeholders.
Review contract modifications and proposals for completeness, compliance and accuracy.
Assist the Director, Contracts and Compliance in export and control, and licensing matters to ensure the upper management is kept fully aware of the Company’s compliance.
Familiar with international business management and Internal Traffic in Arms Regulations (ITAR) if required.
Ensure statutory and regulatory compliance (UAE laws and regulations, ITAR, EAR, FAR, international laws, as applicable).
Act as liaison between the Company and DI for compliance issues identified and raised for resolution, as well as, in-country legal counsel, and others as required..
Act as primary point of contact on trade compliance issues and concerns for the Company.
Monitor performance, funding, and payments on assigned contracts and subcontracts. Notify upper management and site program of status.
Manage potential contracts non-compliance and other problems that could have an adverse impact to the Company.
Advise corporate management of contractual rights and obligations and provide interpretations of the terms and conditions of applicable contracts.
Manage the process for updating contract information in the contract’s database, ensuring that all data is current and complete.
Participate in contract disputes, claim resolutions and outside audits, review and resolves issues affecting Company contracts compliance, and ensure satisfaction of legal requirements as well as company and customer objectives.
Negotiate proposal, contract modifications, and agreements as required, within the limits of the authority delegated by upper management.
Conduct employee awareness and training activities to support dissemination of ITAR and EAR knowledge and awareness throughout Company.
Perform other duties as assigned.
Knowledge & Skills
Ability to plan and conduct multi-functional compliance reviews, audits and inspections and develop senior management level reports and recommendations.
Strong knowledge and skills in Contract Management.
Effective leadership, communication and interpersonal skills from executive to front line levels, with an ability to collaborate with others as well as motivate and manage a team.
Strong proficiency in Microsoft Office applications.
Experience & Education
Bachelor’s degree in business, law or related field preferred; two (2) years of relevant work experience may substitute for a year of education.
Ten (10) years of experience in contracts and/or compliance, including five (5) years of previous professional experience in military/government contracting and/or trade compliance.
Three (3) years Management experience.
Physical Requirements/Working Environment
Normal office working environment in HVAC controlled facilities.
Military facility located in semi-remote secure location.
