Purpose and Scope:

The purpose of this position is to secure a responsible party for Configuration Management and technical document control in support of all range systems, such as Tactical Training Range Networks, Electronic Warfare Systems, Tracking Systems, and Facility Improvements/Modifications.

The scope of this position includes overseeing all change management activity within the CTTR Change Management System (CCMS), executing change control board activity as required to facilitate change management, and functioning as area lead for NWTTR Drafters and Technical Writers. Also within the scope of this position is an ongoing effort to collaborate with the other CTTR sites (East Coast and Southwest) for the purposes of standardization of configuration schemas and supporting documentation packages along with process standardization.

Essential Responsibilities:

Leads the Configuration Management program for the Northwest Tactical Training Ranges (NWTTR) to include evaluating and monitoring of all modifications to equipment or facilities, generating change requests to improve operability/reliability/maintainability, and ensuring applicable CM standards are imposed on vendors, subcontractors and suppliers. Under direction of the Engineering Manager/Supervisor, develops, implements and maintains CM Plan and policies in accordance with the Engineering and Configuration Management Plan. Educate CTTR management and personnel on the importance and contract requirements of configuration management.

Directs and coordinates efforts to enhance maintenance and reliability of CTTR systems by applying configuration management activities in areas such as logistics, reliability centered maintenance (RCM), and Diminishing Manufacturing Source Materials Supplies (DMSMS). Works with Quality, Logistics, Maintenance, and PMO offices to analyze procedural and management practices to improve lifecycle support of CTTR systems.

Uses EIA-649 Configuration Management guidelines to support CM and lifecycle management of CTTR systems. Develops methods to enable CM by using centralized data management for greater visibility and control of current, authoritative configuration data, leveraging information technology to promote standardized processes, and providing CM-focused capabilities across the lifecycle. Maintains a database of all configuration items in the operational inventory to include the current configuration status. Establishes and maintains, under change control procedures, the CM database to include a complete set of System Specifications, Software Design Documents, Interface Design Documents, Test Plans, Operators�¢���� Manuals, Software Users�¢���� Manuals, and Software Programmers�¢���� Manuals. Supports development of the DMSMS program, and coordinate data collection and repositories that work in conjunction with other CM and Maintenance databases so that system parts data accurately reflect actual items in each system and alternate sources of materials.

Coordinates, reviews and assist opening Change Request (CR) and distributing relevant notices of change. Implements approved changes to include supporting documentation, technical manuals, modification of repair parts, interfacing equipment, and software. Maintains CM procedures to ensure no unauthorized changes are made, to include subcontractors.

Provides training assistance on the CM system through on-the-job training (OJT) as required. Reviews reports and confers with Operations, Maintenance, Management and Engineering personnel to solve work-related problems.

Uses the IEMS to capture engineering tasking data, update tasking documentation, and maintain document control.

Minimum Requirements

Minimum Position Knowledge, Skills, and Abilities Required:

AA degree in a related field. Military and/or civilian training or experience in advanced level CM management can be substituted in lieu of degree.

Minimum Experience Requirements:

�¢���¢Five years�¢���� technical experience with complex hardware environment
�¢���¢Three years�¢���� experience in Configuration Management (CM), technical publications and documentation
�¢���¢Knowledge of Government and Military publications, drawing standards, and filling systems
�¢���¢Ability to read and interpret blue prints, schematics, and technical drawings for electrical and mechanical systems.
�¢���¢Experience with MS Office Suite and AutoCad
�¢���¢Experience with ANSIY14-2000 standards for technical drawings
�¢���¢Experience with configuration/version control of software programs
�¢���¢Ability to speak, read, and write English.
