Activities Subject Matter Expert: Raytheon High Consequence Missions in support of USSOCOM sensitive activities is seeking an Activities Subject Matter Expert (SME) located in the National Capital Region (NCR). This SME shall utilize knowledge of terrorist use of improvised explosive devices (IEDs); advanced conventional weapons; and chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) threats to deployed SOF globally. SME shall assist the Government in leading plans and assessment teams.

Travel – Position will require CONUS and OCONUS travel.

Tasks include:

Assist the Government in leading operational planning teams (OPTs) and developing concept of operations (CONOPS), to include related staffing actions for subject matter areas.

Draft branch and sequel plans supporting CONOPS and orders.

Assist the Government in conceptualizing, executing, and conducting after action reviews of sensitive activities operations.

Lead a sensitive activities contractor team in NCR as the senior planner. Interfacing with liaison personnel from other DOD and interagency entities supporting USSOCOM sensitive activities.

Assist the Government in daily executing industrial and physical security measures in coordination with the special security officer (SSO) and security management office (SMO).

Coordinate with SOF, interagency, and DOD (Services, JS, and OSD) senior leaders in the NCR.

Facilitating, participating, supporting, and attending meetings; drafting briefings; reporting results; and assisting with follow-up on J39-SAB action item closures.

As required by the government, attending specialized training to increase knowledge base and maintain currency on rapidly changing adversary threat technology; and tactics, techniques, and procedures.


  • B.A. or B.S. degree required in any field
  • 5 years of work experience in the field of research, analysis, and/or planning
  • 5 years’ experience with strategic plans and processes
  • 5 years of experience supporting COCOM-level planning and coordination of SOF sensitive activities (SA) development and employment
  • 5 years of experience with strategic and/or operational planning, planning processes, and operational design at the JS, COCOM and/or regional theater command-level; national and regional strategies, plans, and objectives (e.g., National Military Strategy Defense Planning Guidance, Unified Campaign Plan, etc.); and the full range of SA, and the SOF core activities (e.g., unconventional warfare, counterterrorism, etc.).
  • 5 years of experience in SA operational methods; and techniques, tactics, and procedures; with an emphasis on influence in the information environment
  • 5 years of experience staffing documents and activities conducted in support of DOD objectives, and conducting high-priority special assignments involving extensive research and/or analysis
  • 5 years of experience with the organization, functions, policy development, and coordination processes of the DOD and the IC
  • Have formal training in countering violent extremist organizations and their use of cyber operations, nuclear weapons/materials of concern, radiological weapons/materials of concern, chemical weapons/materials of concern, biological weapons/materials of concern, improvised explosive devices, and advanced conventional weapons. Examples of training would include: Clandestine Toxins Production Course, Clandestine Chemical Weapons Production Course, Clandestine Biological Weapons Production Course, DOE Nuclear Technology Proliferation Intelligence Course, Chemical Agents: Large-Scale Production, Biological Threat Agents Course, National Improvised Explosives Familiarization (NIEF) Course, and Trinity Scientific Advanced Homemade Explosives Course
