Raytheon Global Business Services has an exciting opportunity within the Estimating and Pricing organization for a Principal Proposal Analyst. The candidate will join a collaborative team supporting proposal development efforts for Domestic and International customers across both existing programs and competitive new business pursuits. This position will report into the IDS Mission Systems and Sensors (MSS) Estimating & Pricing group which is located in Woburn, MA.

Job Description:
Estimating and pricing Business Area lead responsible for leading all pricing efforts for a portfolio of products.
Develop strategy for winning proposals and new business opportunities.
•Collaborate with cross-functional teams to support all phases of the proposal process from proposal development through negotiations.
•Drive proposal teams to complete timely planning and scheduling of proposal efforts. Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and compliant with Federal Acquisition Regulations (FAR).
•Prepare comprehensive pricing instructions for proposal kick-off to ensure alignment across all bidding functions.
•Review proposal inputs from performing organizations and vendors to ensure consistency with the IDS Cost Estimating Manual (CEM) and alignment to proposal bidding strategy.
•Development of custom cost formats and cost models to meet RFP requirements.
•Analyze BOEs to ensure reasonableness, compliance and alignment to proposal strategy.
•Prepare and present internal (Gate 4) management reviews up to Director Level in accordance with the proposal schedule.
•Support DCAA/DCMA audit requests and customer requests during fact-finding, ensuring consistent responses and proposal rationale across the business.
•Participate as a member of the contract negotiating team, leveraging financial analysis to implement a variety of negotiation strategies.
•Act as a valued functional business partner whilst supporting all proposal objectives.

US Citizenship Required:
This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

Required Skills:
•Minimum of 6 years of experience in proposal development, finance or accounting
•Experience working as a member of an overall proposal/program execution team including business development, program management, finance, contracts and functional organizations.
•Strong MS Excel and analytical skills.
•Good Communication, presentation, and teamwork skills. Ability to manage junior analysts and promote growth across a team.
•Strong verbal and written communication skills, as well as the ability to interact face-to-face with senior levels of management.
•Ability to understand proposal related policies, procedures and concepts.
•Experience with government regulations related to the development and negotiation of cost proposals (FAR, DFARS, CAS, TINA).
•Ability to learn processes quickly and apply knowledge to unique situations.
•Strong organizational skills to manage time and prioritize workload.
Self-motivated and able to work through problems withminimal supervision.
•Ability to work in a very fast paced environment and adapt quickly to changing requirements

Desired Skills:
•Strong Experience working with estimating tools like ProPricer, ACES or other industry pricing and estimating tools.
•Ability to contribute across a variety of Financial roles and responsibilities.
•Conceptual understanding of the standard Capture/Proposal Process or Gate Review Process.
•Experience supporting the DCAA/DCMA audit process.
•Knowledge of Supply Chain Management and the Procurement process.
•Ability to develop solutions to a variety of problems of significant scope and complexity.
•Flexibility to deal with a wide range of work assignments.

Required Education:
•Bachelor's Degree in Business, Finance, Accounting or Economics or related field.
