Job Description:  Provide advisory services to project managers on requirements management, risk management, schedule management, change control and configuration management.  Provide analytical and technical support to the Product Manager on all production matters.  Conduct independent research and develops or recommend acquisition strategies to senior leaders.  Audit and advise the Government Management Team on baseline changes (proposed changes and trade studies for future changes). Collaborate with program managers and other key stakeholders for the development of program baseline requirements and guidance to ensure technical feasibility.  Formulate complex action plans and schedules for various phases of project accomplishments, both short and long-range; ensure that plans are consistent with program goals, schedules, and policies.  Apply working knowledge of the Department of Defense acquisition process and the approved program acquisition strategy to translate program objectives into necessary contracts and procurements.  Identify problem areas, conduct extensive research, evaluate complex technical data, and make decisions or recommendations to program management on issues of a highly critical nature.  Conduct complex analytical studies that are of special interest to specific functional activities within the program. Coordinate and oversee the project scope, budget, schedules, and reports for assigned projects.  Maintain close relationships with parties working on projects internal and external of the Program Office.  Be responsible for configuration change control, describe provisions for configuration identification, change control, configuration status accounting and configuration audits.  Identify and maintain the original configuration of requirements documentation, design documentation and related documentation.  Regulate the change process so that only approved and validated changes are incorporated into product documentation and related hardware/software.  Be responsible for configuration status accounting. Track all problems and changes in product documents and reports changes and current configuration.  Perform and support configuration audits and quality assurance audits to verify that baseline requirements are met.  Serve as a key point of contact for technical interchange with the contracting officer and contracting officer representatives to ensure compliance with contract regulations, develop and approve terms and conditions set forth in contract negotiations, and changes to the scope of work to be done by the contractor.  Be responsible for full range of pre-award and post-award functions, e.g., acquisition planning, requirements development, solicitation preparation, technical and price/cost analysis, administration of the contract in accordance with Federal Acquisition Regulations, providing technical guidance and advice on contracting matters for complex military communications systems and services.  Participate in developing and revising processes to accomplish Program goals and objectives.




MANDATORY REQUIREMENT: Candidate must be a US Citizen in order to obtain and maintain an interim and final security clearance.

  • Mastery of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies impacting program operations

  • Expert knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiencies of assigned programs, specifically management objects and issues relevant to organizations goals

  • Knowledge of agency organization, programs, mission, and functions in order to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness or programs operations or functions

  • Expert knowledge of Change Management and Risk Management principles to include comprehensive documentation

  • Report and escalate potential controversial issues to management as needed with recommendations for corrective action

  • Manage projects in a consistent and repeatable manner; design and implement process flows and process controls

  • Outstanding communication, leadership and organizational skills

  • Excellent analytical problem-solving ability

  • The ability to coordination with staff across multiple disciplines to produce results in a timely manner

Experience and Education:


  • BA or BS degree or equivalent
  • Preferred 10 years of tactical communications experience
