Frontier Technology, Inc. is seeking full-time Instructional System Design Specialist to join our team of qualified, talented, and diverse individuals. This position is located in the Learning Standards Office, Curriculum Development and Revision Branch of Surface Warfare Officers School (SWOS) Newport, RI.

Background
As the Center of Excellence, SWOS is responsible for the training and education of the surface combat systems workforce and provides such training via myriad training delivery methods (e.g., Instructor-led Training, Interactive Courseware, Computer Based Training, blended training solutions, etc.). The training delivery projects include Sharable Content Object Resource Model (SCORM) compliant courseware delivered via the Navy Integrated Learning Environment (ILE), Modeling / Simulation initiatives, and Instructor-led training. All training materials comply with the Naval Education and Training (NETC) standard, and Authoring Instructional Materials (AIM) Content Planning Module (CPM) / Learning Object Model (LOM) software tool.

General Duty Description
The Instructional System Design Specialist will be responsible for developing and revising Navy training materials and educational instruction that is based on learning objectives in CPM. The ISD Specialist must be able to work closely with colleagues, managers and other educators to determine needs throughout the design process. This person must be an expert in:

Assessing learner needs and styles
Defining learning objectives
Creating the learning environment and content materials
Implementing the training and evaluating the effectiveness of the curriculum
Job Requirements

Experience

Preferred:
Undergraduate degree required in an applicable field (e.g. Education, Psychology or Instructional Systems Design)
1-3 Yearsâ?? experience in same/similar job
2+ years of instructional analysis experience in the Navy/DoD Training domain.
2+ yearsâ?? experience utilizing findings and recommendations from comprehensive evaluation studies of Navy training courses, including evaluation of instructor delivery, student achievement, alignment to Fleet requirements, and course curriculum, to develop effective solutions to training gaps with the goal of improved job performance.
2+ years of experience providing Quality Assurance to training system solutions.
2+ years of instructional analysis experience in the Navy/DoD Training domain.
2+ yearsâ?? experience with the conduct of such evaluation studies to demonstrate an understanding of how evaluation results are obtained.
Experience in the following areas:
Researching technical material and working flexibly with subject matter experts. â?¢Working in a focused, dynamic, fast-paced team environment with accountable deadlines.
Designing desktop simulations. â?¢Conducting instructional course development and course revisions.
Developing, maintaining, and correcting/revising of training support material including, but not limited to, lesson plans, presentations, and student guides.
Individual personnel must provide proof of past experience in these areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software

Qualifications
Must be a US Citizen with ability to maintain a government security clearance.
Knowledge of instructional design practices and the study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
Proven effectiveness as a team member to successfully deliver projects on time and within budget.

Ability to
Communicate information and ideas in speaking and writing so others will understand.
Collaborate with Fleet Subject Matter Experts (SMEs), training course supervisors and instructors, and Graphic Artists to develop curriculum and instructional multi-media (IMM).
Align identified tasks and skills to learning objectives which are observable and measurable.
Compare task data obtained from Occupation Standards (OCCSTD), and Job Duty Task Analysis (JDTA) to existing training course documents (Personnel Qualification Standards (PQS), Rate Training Manual (RTM) and learning objectives) to identify training gaps and/or redundancies.
Design effective, concise, creative and high quality instructional learning materials for Engineering Sailors PQS/RTM
Excellent writing, communication, analytical and instructional design skills.
Proven effectiveness as a team member to successfully deliver projects on time and within budget.
Demonstrated ability in Microsoft Word, Excel, and PowerPoint Strong oral and written communication skills
Experience with web or e-learning production, Learning Management systems (LMS), SCORM, Section 508, and common web development applications.
Student achievement, alignment to Fleet requirements, and course curriculum, to develop effective solutions to training gaps with the goal of improved job performance
