We are presently of identifying candidates for the position of a Criminal Prosecution Liaison Advisor to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.

The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of policing roles Aviation, Leahy Vetting Coordinator/Program Assistant, Architect, Engineer, Justice Technical, Security Logical and Criminological, Expert on Appeals, Infrastructure Renovation, Justice Sector Legal Advisor, Psychosocial Counselor, Strategic Advisor, Technical and Legal, Indigenous Law, and Transparency Procedures. Requirements and Skill Qualifications for the Criminal Prosecution Liaison Advisor are as follows:
  
Requirements:

  • Local National
  • Bachelor’s degree in Law or Criminal Justice
  • Ten (10) years' experience (field-work) working within the Guatemalan Criminal Justice System.
  • Five (05) years’ experience working with International Cooperation Organizations executing Project Life Cycle, as well as Results-based Management.
  • Demonstrated knowledge of Guatemalan laws and its criminal justice system.
  • Demonstrated experience training students at the university level and/or members of the justice system.
  • Demonstrated experience in criminal litigation and/or prosecution.
  • Superior interpersonal, oral and written communication skills.
  • Capacity to conduct analysis and research, including the ability to evaluate and integrate information from a variety of sources and make proposals to improve programming.
  • FSI level 4/4 Spanish and level 4/4 English.
 
Preferred Qualifications:
  • Master’s degree in Criminal Law, Criminal Procedural Law, or Criminalistics and Criminology is desirable.
  • Experience working with Public Ministry on criminal prosecution.
  • Experience working with and building consensus among high-level contacts within the host government.
  • Knowledge and proficiency of various software applications including but not limited to: Word, Excel, Access, Publisher, PowerPoint, etc. as well as social media.
 
Responsibilities:
  • Maintains open, timely and effective communications with ROL Program Manager on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • This position is located in Guatemala City, Guatemala. 
  • Hours for this full-time position will be the core hours of the Guatemalan Government, not to exceed 40 hours maximum per week.
  • Provides support and technical advice to the INL Rule of Law Program Manager on developing projects/activities to support the Public Ministry, which will focus on (1) inter-institutional and intra-institutional coordination; (2) strategic prosecution; (3) prosecutorial efficiency to reduce backlogs and timeframes; and (4) improving its rate of prosecution.
  • Provides technical advice and training on legal theory and concepts concerning strategic criminal prosecution. 
  • Provides guidance to the Public Ministry in the implementation of criminal, narcotics, corruption, money laundering, trafficking in persons and other related laws, as well as legislation regarding human rights.
  • Assists INL to present INL interests and priorities to USG official, GOG and other relevant parties
  • Analyzes current data, activities, trends and gaps, and provide technical advice to INL and GOG partners in order to improve the criminal prosecution process.
  • Provides advice concerning projects, i.e., planning, implementation and evaluation, in order to strengthen criminal prosecution. This advice includes, but is not limited to, mechanisms to boost internal stability, increase government capacity and expand government reach.
  • Follows up on new laws or reforms to legislation reviewed and approved by the Congress of Guatemala that have an impact on criminal prosecution.
  • Reviews current legislation and propose recommendations to increase government capacity and combat criminal activity.
  • Creates and presents proposals to, among other things, develop policies, strategies, law implementation plans, inter- and intra-institutional regulations, protocols, guidelines and manuals, which provide for the effective management of cases and improvement of criminal investigations.
  • Provides training for appointed personnel on prosecutorial skills and implementation of criminal domestic and international laws.
  • Creates mechanisms to institutionalize trainings.
  • Training shall be presented in Spanish without the use of interpretation services.  INL will not pay for any translation services. The Advisor should be present at all training sessions.
  • Executes project activities according to procedural mechanisms established by INL.
  • Assists in developing, coordinating, scheduling and presenting slide shows, speeches, handouts and technical opinions about activities under implementation.
  • Assists INL to provide the Public Ministry with legal advice as needed upon their request. This type of assistance requires advance approval by INL Rule of Law Program Manager.
  • National and international travel may be required.
  • A work plan is required for this position.
  • Provides weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.
  • Reports on scheduled upcoming meetings, trainings, and other activities.
