Position:  757-Digital Transformation Engineer / Analyst Type:  Full Time Location:  Crystal City, Virginia

The US Air Force Human Resources (HR)/Talent Management (TM) community is executing a digital transformation that requires rapid, adaptive, migration of legacy system capabilities to modern commercial cloud service offerings.  The intention of the migration is to achieve specified value-centric business outcomes.  “Value,” in this sense, is proportional to the utility delivered by cloud service offerings, and inversely proportional to both cost of, and time-to-deploy, that cloud service utility.  “Utility” refers both to both HR/TM functionality per se, and the service model that makes administration of the underlying information technology transparent to the customer.  Success of this HR/TM digital transformational initiative requires skillfully adaptive application of commercial best practice for Agile project management and execution within boundary conditions imposed by government procurement laws, regulations, processes, and practices in ways specifically aligned with the strategy explained above.  The incumbent must apply experience from (preferably) both government and commercial sectors to pragmatically navigate technical, bureaucratic, legal and political issues to assure that all technological, programmatic, and procurement activities deliver enhanced value to the client’s enterprise.   Tasks include the following:

  • Apply commercial best practices for procurement of software generally, and cloud services in particular, to inform application of procurement laws and Defense regulations in ways that streamline bureaucracy and optimize workflows and business models associated with procuring and sustaining commercial cloud services.
  • Collect data and employ analytical tools to develop and apply models that predict lifecycle cost-benefit profiles of candidate commercial cloud service options. 
  • Work with government program management offices and contract shops to identify program elements, cross-program efficiencies, and acquisition strategies that are optimally aligned with digital transformation strategy and tactics.
  • Conduct outreach to, and negotiations with, vendors of cloud service offerings in order to obtain best value with respect to utility-delivered, cost, and initial and continuing time-to-value. 
  • Work with client stakeholders to identify business issues and potential solutions concisely specify goals, objectives, measures, and thresholds associated with functional problem statements
  • Perform IT market research, and trades analysis, to evolve cloud-centric product line architecture optimally aligned with the client’s enterprise objectives.
  • Design short, low cost, low risk, demonstrations of complex cloud service configurations in order to objectively validate and verify (V&V) ability of selected cloud service offerings to deliver value per specified requirements and boundary conditions. 
  • Plan, manage, and track progress and risk across multiple projects, using Agile methodologies, and employing modern collaborative tools and environments such as ServiceNow, Microsoft Project, Jira, Visual Studio, etc.
  • Optimize use and re-use of procurement vehicles and software licenses, across multiple demonstrations.   
  • Prepare systems requirements documents (SRD) and/or Functional Requirements Documents (FRD) that explain which client requirements have been validated and verified as fully satisfied by procurement of a particular commercial cloud service offering. 
  • Prepare acquisition handoff packages that streamline and facilitate follow-on procurement of demonstrated off-the-shelf capabilities, including e.g.: SRDs, risk management framework artifacts, documentation of market research and trades analysis, source selection criteria and methods, test results, documentation for sole source Justification and Authorization (J&A), etc.
  • Collect data and employ analytical tools to prepare an optimal roadmap for re-hosting, replacing, re-factoring, and/or rebuilding legacy capabilities. 


  • Successful experience in information system activities, in preferably both government and industry, but certainly in one or the other.  Successful experience is defined as having played a significant role in project(s) that have demonstrably achieved targeted outcomes, on schedule and budget.  (Provide evidence of significance of role, and achievement of objectives.)
  • Experience as a strategy and organization consultant, project/program manager, contract specialist, chief architect, and/or engineering lead of software-intensive projects, with emphasis on Agile delivery methods, and preferably involving commercial cloud technologies. Both breadth and depth of expertise are discriminators.
  • Experience working with clients at all levels of seniority to collect requirements, develop deliverables, and brief senior managers.  
  • Degree in a business, technical field, or related field preferably an advanced degree. 
  • IT relevant certifications such as Certified Project Management Institute (PMI) Project Management Professional (PMP), International Council on Systems Engineering (INCOSE) Systems Engineering Professional (SEP) DAU, Lean Six Sigma (LSS), etc.  Both breadth and depth of certifications are discriminators.
  • Ability to travel less than 25%.
  • Duty location is Crystal City, VA with some telework potential (5/2).
  • Ability to maintain a government security clearance.
