The Whole Life Engineering Directorate (WLED) is made up of several disciplines whose main objectives are to influence systems’ design to assure reliable, maintainable, and economical operation over its life cycle and to partner with the customer to implement the optimal life cycle sustainment approach.

WLED core competencies include Safety Engineering, Human Factors Engineering, Reliability and Maintainability Engineering, Failure Reporting, Analysis and Corrective Action System (FRACAS), Parts Availability/COTS Management, Parts and Materials Control Board (PMCB),Logistics Engineering, Training Development and Conduct, Technical Publications, Spares and Material Management, Repair & Upgrade, Depot/Field Engineering, Systems Integrity, Affordability Engineering, Risk and Opportunity Management.

The Mission Systems & Sensors (MSS) business develops C4I and sensor systems for domestic and international customers and deploys these systems globally.

The MSS Whole Life Engineering Lead (WLEL) is responsible and accountable for successful technical, schedule, and cost performance for WLED scope of work on assigned programs and provides the primary WLED to Raytheon PMO interface. The WLEL often executes as Integrated Product Team (IPT) and/or Cross Program Team (CPT) Lead and therefore has a direct interface to the external customer as well. The WLEL is also responsible for the accurate, complete, and timely delivery of internal products to the WLED/Engineering discipline in accordance with Raytheon’s Integrated Product Development Process, IDS policies and procedures, and WLED product/process guidelines. The WLEL manages the WLED contribution to cost and technical proposals and support growth of the MSS and IDS business through the development of innovative life cycle sustainment solutions.

General Responsibilities include, but are not limited to:

  • Execute with limited management oversight
  • Interface with Raytheon Program Office and Customer to define & implement WLED requirements and program execution strategies
  • Achieve program WLED technical, cost, and schedule objectives and manage associated risks and opportunities
  • Work with WLED Section Managers to ensure necessary skill/staffing is available to execute program scope
  • Lead WLED inputs to IPDS Gate Reviews
  • Compile and deliver WLED program tracking books to WLED leadership
  • Lead WLED cost proposals and Estimate At Completes (EACs) Support WLED business goals

Required Skills:
  • 8+ years of IPT/CPT or Program Management experience.
  • Experience planning and executing life cycle sustainment / product support of complex systems
  • EVM Certified with experience in implementing EVMS, Integrate program planning, budgeting, and tracking to cost and schedule or related tasks and experience
Desired Skills:
  • Ability to obtain a Secret Clearance (DoD)

  • Ability to travel in CONUS
  • Demonstrated knowledge and experience with IPDS, EVMS, IMS and Risk & Opportunity Management
  • Experience with Six Sigma or other continuous improvement or streamlining methodologies
  • Ability to execute effectively in a fast-paced, dynamic environment with time-critical requirements
  • Experience in leading a cross functional teams
  • Excellent communication skills and ability to effectively work in a team environment
  • Six Sigma Specialist;
  • Currently possess a Secret Clearance (DoD)
  • PMX certified; Capture management / new business development experience
  • Subcontract Management, Program Management or Integrated Product Team experience
  • Experience managing through organizational change and rapid growth
  • Demonstrated ability to lead by influence and collaboration
Required Education (including Major):
  • BS/BA in Engineering, Math, Science (STEM) or Business. 8 years of experience equivalent field experience to this job description may be considered in lieu of a BS/BA.
