Basic Qualifications
Bachelor's degree or equivalent is required plus a minimum of 5 years of relevant experience; or Master's degree plus a minimum of 3 years of relevant experience.
Department of Defense Secret security clearance is preferred. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.
Responsibilities for this Position
General Dynamics Mission Systems has immediate opening for a Project Manager to join our team. The selected candidate will lead skilled, collaborative teams to manage the cost, technical, and schedule execution of the activation and support of complex US Navy security systems at locations across the country, with key locations in Georgia, Washington, and Massachusetts. Under the mentorship of experienced Program Managers, the Project Manager will be responsible and accountable for the complete performance of contracts in their care. They will coordinate across engineering, manufacturing, contracts, subcontracts, and finance teams to ensure the successful execution (on cost and schedule) of multiple projects at any given time.
They will also support the Program Managers and Business Segment Director by planning and monitoring financial commitments made by the business segment to General Dynamics Mission Systems including workload/orders/sales/earnings forecasting, and material planning. Additionally Project Managers support the development of new scope proposals to the Customer.
Candidates must demonstrate strong leadership behaviors, a sophisticated understanding of budget management, and the ability to successfully manage, grow and evolve General Dynamics Mission Systems programs. Must also have a strong desire to learn and grow as a Project or Program Manager, and a willingness to take on new challenges.

Represent GDMS externally to the government customer, including discussions on scope, performance and any necessary corrective actions.
Support business development by developing accurate and complete Bids and Proposals that are responsive to customer requests and achieve business objectives.
Support planning efforts of assigned programs in accordance with current company policies, common processes and contract terms and conditions, with the highest ethical standards.
Monitor the performance of all contract line items and make recommendations for contractual notifications and forecast funding solutions to allow work performed under the contract to continue uninterrupted where possible.
Manage control accounts within assigned scope of work using earned value principles and tools.
Review business indicators (including program risks) and proactively indicate corrective action when data indicates that intervention is needed.
Strive for commonality and efficiencies both within assigned programs and across the spectrum of other programs within the business.
Champion and support cost saving initiatives using Six Sigma processes.

Proficient ability to generate cohesive project plans
Proficient ability to track work accomplished to baseline plans to ensure rate of work completion is sufficient to meet schedules
Proficient ability to identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends
Proficient ability to understand and analyze project financial data
Ability to evaluate quality of work product to ensure satisfaction of customer requirements
Proficient understanding of the fundamentals of risk and opportunity management and ability to apply them to projects
Proficient ability to lead teams in matrix organization to achieve schedule, cost, and technical performance objectives
Exceptional verbal and written communication skills
Ability to make sound, proactive decisions
Ability to develop and execute proposal plans and strategies
Proficient understanding of value propositions and ability to make effective trades within project trade spaces
Skilled in the development and implementation of product/project strategy and tactics
Proficient in MS Project, Excel, Word, PowerPoint
May be required to travel


Knowledge of industry standard finance, contracting, and subcontracting processes
Proficiency using program management tools, including understanding requirements and reporting through EVMS toolsets
Demonstrated experience in a matrixed organization, motivating non-direct reports to meet program objectives
Experience with the US Navy and Strategic Systems Programs or a similar process driven, demanding client is preferred
