F/A 18 Program area provides Air Dominance. The revolutionary AESA Radar provides F/A-18 Aircrews with powerful capabilities. The AESA radar system represents a significant advance in radar technology – from the front-end array to the back-end processor and operational software. This combat-proven AESA radar system substantially increases the power of the U.S. Navy's F/A-18E/F Super Hornet and the F/A-18 Classic Hornet making them stronger than ever before.
With its active electronic beam scanning — which allows the radar beam to be steered at nearly the speed of light — the APG-79 optimizes situational awareness and provides superior air-to-air and air-to-surface capability. The agile beam enables the multimode radar to interleave in near-real time, so that pilot and crew can use both modes simultaneously.
The AESA Programs Manager will report to the Director of Mission Readiness & Logistics (MR&L) in the F/A-18 program office.
The Program Manager is responsible for build, test, and delivery of radar spares for the Navy. The Program Manager ensures on-time deliveries within budget to the customer, and resolving any technical issues to meet contractual requirements. This Program Manager will have a team of approximately three direct reports and a large number of matrix partners that will need to be coordinated and lead with sound decision making from a collaborative open minded person. The program manager’s key team will be responsible for AESA spares, development, and repairs. The program manager will be responsible for the team’s development and mentoring.

The position requires leadership, coordination, and planning for cost, schedule, and technical improvements on the contract, to work towards a more cost effective program execution. The successful candidate is a strong leader, experienced with high volume product execution, with excellent communications skills capable of working with DLA, NAVSUP, Forest MS., and functional organizations at El Segundo, CA, McKinney, TX, and Andover, MA and other applicable sites. The candidate needs to have a minimum of 10 years’ experience in Program Management working with DoD. The successful candidate will have experience developing jointly defined program objectives, metrics, and schedules with customers. This manager holds a critical role in coordinating with the SAS Obsolescence Manager to ensure the common strategy is being communicated to customer, as well as interface with Development, Production and Sustainment arms of the F/A-18 program office to generate synergy where applicable. The role is responsible for Profit and Loss (bookings, sales, profit and cash).

In addition, the position requirements include: proposal development, negotiations, contract execution, contract closure, hardware reliability assessment for Domestic and FMS customers, as well as weekly program performance reviews, program health reviews, SRO, EACs, Gate reviews, customer reviews, AOP assessments. Implementing proper metrics to manage program, utilize 6 sigma process/product improvements toward reducing cost schedule and improve program performance are also requirements. Travel and attend customer meetings as required. Develop and implement improvement projects toward reducing cost, schedule for cost effective contract performance. Experience with managing high volume contracts, and appending contract orders. Collaborate and support the Raytheon Mission Assurance organization for program execution, continuous process improvement of policy guidance to assure achievement of the high quality and ethical standards of the Raytheon brand


Required Skills:

  • Bachelor’s degree with 10 or more years program management, mission assurance, and leadership experience
  • Experience in hardware build, test, and sell-off (AESA Radars, DOD or Industry)
  • Proven leadership in proposal generation, contract negotiation- Collaboration experience across -multiple business segments to form strong relationships with Engineering, Contracts, Finance, and Operations, including problem solving skills
  • Excellent oral and written communication skills
  • Demonstrated knowledge of DOD Acquisition policy and processes
  • A high level of confidence, integrity, as well as a professional presence for interacting with senior Raytheon management, and DoD customers
  • Demonstrated track record leading and collaborating with multi-functional, cross sector teams on projects, working groups, and inter business unit collaborative efforts
  • Ability to obtain a Secret clearance
  • Program Manager Level 5 Certification
  • Ability to travel 20% of the time
  • Earned Value Management certified
  • U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems.

Desired Skills:
  • US Navy Acquisition Command (NAVAIR PMA-265, NAVSUP WSS F/A-18 IWST, DLA) experience
  • Defense Acquisition Workforce Improvement Act, Level 3 Certification in at least one of the following certification areas: Program Management, Life Cycle Logistics, or Production, Quality and Manufacturing
  • Experience with NAVAIR, NAVSUP, Boeing, FMS contracts

Required Education:
  • Bachelor’s degree in math, science, engineering or related discipline
