Position Title: Training Manager Commissioning
Position Description/Job Responsibilities
Functional job responsibilities will include but are not limited to:
Responsible for the overall Pre-commissioning, Commissioning, Start-up, Operations and Maintenance (CSOM) Training development and delivery for an EPC project.
Leads the training team for all Operations and Maintenance training requirements during the pre-commissioning, commissioning, start-up and ongoing operations and maintenance of Refineries, LNG and Petrochemical Facilities and associated Units.
Responsible for training curriculum, project schedules, costs and overall execution.
Defines training and competency requirements for Operations and Maintenance of a new (existing) LNG, Refinery and/or Petrochemical Facilities, in compliance with contract requirements
Directs and supervises development and delivery of all training materials and aids (including Operator Training Simulators) needed for O&M training
Manages and evaluates training personnel
Prepares the project’s Monthly Training and Procedural status reports
Responsible for coordination of training requirements with the EPC project team, and Owner’s representatives.
Manages the use of suppliers and vender servicemen (VSMs) for development and delivery of specific training as part of the O&M training program
Ensures that all training employees have required credentials for project work (e.g., TWIC card, BasicPlus training)
Overall responsibility for providing project specific training for the Owner’s O&M personnel, and CSO commissioning personnel, per contractual requirements.
Leads a team of technical training professionals to design, develop and deliver operations and maintenance training for new petrochemical facilities, during the EPC project cycle
Creates, maintains and communicates schedules for training development, delivery and completion, to EPC project management and Owner designated representative(s)
Develops, administers and maintains training budgets, including necessary changes and updates
Manages specialized training projects (e.g., Operator Training Simulators, multi-media or digital training modules)
Provides training material and personnel to support project work throughout the EPC project cycle, specifically focusing on pre-commissioning, commissioning, start-up and initial operations
Ensures compliance with all local, state and federal regulatory training requirements, including OSHA 1910.119 (PSM), EPC, DOT and Homeland Security regulations.
Leads and directs the work of others. A wide degree of creativity and latitude is expected. Typically reports to senior project management.
Must have strong technical background in plant operations and maintenance.
Held an Operations position in the industry.
Engineering degree preferred.
Must have demonstrated supervisory or management experience and skills, for at least 5 years
Must have strong English communications skills, both oral and written.
Presentation skills are required.
Second language is a plus.
Experience in developing operating manuals, SOPs and training materials strongly preferred.
Strong familiarity with competency based training methodologies and delivery methods.
Must be able to anticipate and interpret client training needs and identify the necessary solutions
Must be able to manage the performance of employees through goal setting, ongoing assessment and coaching.
