USfalcon, Inc., recognized as one of the fastest growing, privately held companies in the United States, is seeking an Exercise Planner IV (STO) to work out of Schriever AFB, CO.
Coordinate, facilitate, and support the planning and execution of Headquarters, Air Force Space Command (HQ AFSPC) directed Service and Joint exercises in accordance with the Component Exercise Plan (CEP).
Attend planning conferences to establish execution events, timelines and communication requirements. Participates in and directly supports execution of planned exercises by developing scenario events and acting as white cell participants.
Develop after action reports which capture Lessons Learned (LL).
Provide exercise, experiment, demonstration planning support.
Develop, coordinate and execute space and cyber events and capabilities within exercises, experiments and demonstrations and work with other organizations both internal and external to the Distributed Mission Operations Center â??Space (DMOC-S) to provide realistic and valuable advanced training events.
Analyzed and assessed space threats to the US space and counterspace capabilities and provide detailed assessment briefings to high level decision makers.
Develop, coordinate and execute STO-related events within exercises and work with internal/external organizations to include the DMOC-S to integrate effects and provide advanced training.
In conjunction with HQ AFSPC/A3TW assist in the planning and conduct of the AFSPC annual and quarterly Exercise Coordination Team (ECT) meetings by preparing and presenting exercise and experiment planning and participation information for each scheduled exercise.
Develop, plan and execute AFSPC participation in CJCS, CCMD, USAF and other Service exercises, experiments and demonstrations in accordance with the HQ AFSPC Component Exercise Plan (CEP).
For each event, the contractor shall develop schedules, plans and briefings; coordinate/ monitor activities, and report on those activities through trip reports, briefings, meeting minutes, etc.
Coordinate with DoD, CCMDs, Services, National Agencies and other government, civil and commercial activities in crafting the scenarios/events/vignettes and level of support requirements for space and cyber activities within each exercise, experiment or demonstration. This will require accesses up to TS/SCI and in some instances, access to SAP/SAR and/or IJSTO.
Provide recommendations on how to effectively integrate space and cyber capabilities and systems into Joint, CCMD and Service level exercises, experiments or demonstration.
Review appropriate OPLANs, previous LL, CCMDâ??s websites, and gather historical activity information. Use this information to assist the training audiences in drafting training objectives for each event.
Provide recommendations as well as monitor and track AFSPC resources required (personnel, funding and equipment) to support each event.
Be familiar with current and in-development DMOC-S Modeling and Simulation capabilities; during exercise development and planning, have ability to integrate these capabilities into exercises, demonstrations and experiments, where appropriate.
Coordinate manning support with HQ AFSPC for each exercise and experiment and coordinate all UMD, DRMD, JMD manning requirements with the exercise/experiment host. In addition, for exercises requiring specific TPFDD builds from HQ AFSPC, coordinate these activities with the host command and HQ AFSPC/A3TW.
Provide budget support to the customer including, but not limited to: Establishing budgeting guidance for exercises; Coordinating with unit finance representatives for exercise support requiring AFSPC funds (includes AFSPC units and non-AFSPC units; projecting current and future budgets for exercises; assist in developing projections for AFSPC/A3TW POM inputs for exercises.
Provide off-station exercise support to include assistance in planning conferences, coordination meetings, training events, etc. As required, the contractor will participate during exercise execution as part of the Exercise Control Group providing oversight, management and control of space events for the exercise.
Provide accurate responses to DMOC-S tasks and coordinate responses IAW command policies and procedures.
Have working knowledge of tools used for exercise planning such as JTIMS, JMSEL, JILLS, DCO, PDAS, etc.
Prepare event-related documents (i.e., trip reports, exercise planning/execution products, after-action reports, meeting minutes) within organizational and host expected time requirements. Trip reports are required within 5 business days from end of conferences/meetings.
Additional duties as assigned.
A minimum of ten (10) years of operational and technical military experience in planning, developing, coordinating and executing United States Air Force (USAF) participation in Command, Service, Chairman, Joint Chiefs of Staff (CJCS) and Combatant Commander (CCMD) operations, exercises, demonstrations and experiments.
A minimum of five (5) years experience in Special Technical Operations (STO) and Special Access Programs/Special Access Requirements (SAP/SAR) planning and execution.
A minimum of five (5) years experience of space and signals intelligence working as part of an Air Operations Center (AOC).
A minimum of five (5) years experience of planning and execution STO/SAP at the JSpOC/CSpOC as a Space Control Coordination Element team member or Subject Mater Expert.
An additional six (6) years of relevant experience may be substituted for education requirement.
Proficient in Microsoft Office applications (e.g., Word, PowerPoint, Excel, Access, and Outlook).
Possess working knowledge of tools used for exercise planning such as JTIMS, JMSEL, JLLS, DCO, PDAS, etc.
Working knowledge of the STO Review and Approval Process (RAP) and Space Control Negation System (SCNS) Concept of Operations (CONOPS).
Previous Advance Training and Major Exercise experience in support CCMD and Service level exercises (Terminal Fury, Global Lightning, Global Thunder, Austere Challenge, Internal Look, Ulchi Freedom Guardian, Panamax, ACC Flag exercises [Red Flag, Blue Flag, Virtual Flag], Space Scrimmage) or other Department of Defense (DoD) exercise customers.
Education: Masterâ??s degree in the Sciences, Education, Business, Management, from an accredited institution.
Clearance: Final Top Secret/SCI security clearance. Qualify for STO/SAP access.
