Reporting to the Raytheon Missile Systems (RMS) Vice President of Supply Chain, the International Subcontract Director is responsible to lead an organization of Subcontracts professionals and Supplier Engineers, accountable for strategic sourcing, subcontract execution and management, and supplier technical performance for a defined international supplier portfolio. The Director establishes the vision, sets direction, develops a high performing team of strategic business architects and supplier engineers, and drives results for their respective suppliers.Each supplier portfolio supports multiple development and production programs at RMS.The environment is fast-paced, dynamic and collaborative.

This is a senior functional role that will influence and own supplier performance in both the business and technical domains that include all elements of cost, schedule and technical performance, and longer range affordability.

The following key characteristics are critical for the success of this position:

Relationships – the ability to effectively communicate, integrate, and influence across all functional and product line organizations as well as throughout the Raytheon enterprise; and the ability to initiate and develop strong business partner relationships at the executive levels with our international suppliers. This leader must step up to conflicts, work out tough agreements, and settle disputes equitably.

Strategy and Execution – responsible for the development and execution of international supplier strategies; overall supplier performance, as well as developing future sourcing strategies and improving our current supplier sources. Ensures the execution of all subcontracting activity in compliance with current regulatory requirements, while also being accountable for achieving all financial objectives.

Employee and Organization Development – leads and develops high performing work teams of strategic business architects and supplier engineers that contribute to the overall success of the SCM vision, mission and strategy. Attracts and selects diverse, high caliber talent. Provides direct and actionable feedback to grow and motivate team members. Supports the growth of the organization by leading change management efforts with RMS and our suppliers.

International – responsible for managing assigned international suppliers and all associated agreements.


Required Skills/Attributes

  • 14 years of experience; preferably in Supply Chain Management or related field; preferably within Aerospace & Defense
  • Advanced knowledge of supply chain concepts
Desired Skills/Attributes
  • A strong international background in subcontract management and international supplier development.
  • Ability to analyze and understand financial impacts of supplier performance on programs and business financials; Drive innovative solutions to problems of unusual complexity that require ingenuity, creativity, and collaboration
  • Defense or aerospace industry experience in Supply Chain, with global sourcing/international business a plus
  • Significant working knowledge of the regulatory environments, including FAR, DFARS, ITAR, and EAR
  • Proven capability to network internally and externally to leverage relationships, provide competitive advantage, and advance our best practices (ESPX – Enterprise Sourcing & Performance excellence)
  • Technical prowess to understand the technologies supported, to ensure risks and opportunities are managed, and to ensure predictable, improved performance
  • Demonstrated ability to effectively communicate and collaborate across organizational boundaries and levels, including internal and external stakeholders
  • Superior negotiation skills, and strong analytic skills
  • Proven leadership in a matrix environment
  • Demonstrated change agent who effectively influences throughout the organization
  • Exemplary oral and written communication skills; ability to listen well and communicate effectively with others; keen attention to detail
  • Experience in creating business opportunities and associated strategic agreements
  • Technical expertise related to one or more of our key technology areas
Required Education

  • Bachelor’s degree: preferably with business or technical emphasis
Desired Education

  • MS/MBA or advanced degree
