Prospective Candidates will assist the Business Financial Management (BFM) Team in developing, updating, and performing financial analysis in support of the development, production, and sustainment activities for the F-35 Joint Program Office. All financial analysis support to the JPO will be provided in accordance with the guidelines in the Department of Defense Financial Management Regulation (DoDFMR) DoD 7000.14-R and associated Regulations, the Department of the Navy Financial Management Policy Manual NAVSO P-1000 and Air Force AFI 65 Series, and DFAS Regulations and Guidance.

Candidates should have demonstrated experience using Navy Enterprise Resource Planning (N-ERP), which is the Department of the Navy's (DON) financial system of record. The F-35 JPO uses N-ERP to execute, track, and manage financial and other business transactions that cite DON funding. The contractor shall provide N-ERP transaction and reconciliation support in managing and executing funding, which includes building structures, cost planning, creating several types of purchase requisitions, viewing sales orders, and using various reports to track commitments, obligations and expenditures and perform reconciliation of funds.

Candidates will perform the following budget execution and financial management analysis support:
â?¢Draw conclusions and devise solutions to problems relating to improvement of financial management effectiveness, work methods, financial systems and procedure efficiency.
â?¢Rely upon and uses of automated management information systems in performing fact finding, analytical, cost and advisory functions.
â?¢Research budget policy to ensure compliance with fiscal policy and regulation.
â?¢Advise IPT members on executable budget alternatives.
â?¢Utilize N-ERP and/or Comprehensive Cost and Requirement System (CCaRS) and other tools to
â?¢Perform budget and financial analysis including but not limited to:â?¦Obligation
â?¦Expenditure forecasting
â?¦Monitoring
â?¦Reporting

â?¢Maintain timely, accurate, and transparent funds management, funds status reporting, and funds control.
â?¢Track future and present appropriations.
â?¢Provide comparison of commitments, obligations, and expenditures to approve spend plan.
â?¢Provide financial execution analysis during PMRs, financial management reviews and data calls as required.

â?¢B.A. or B.S. in a business or management discipline such as business administration, accounting, or finance. Eight (8) years of financial management experience in a DoD acquisition program, of which two (2) years must be as a N-ERP user with FM roles--the roles must be current within the past year--can be substituted for the degree requirements.
â?¢Two (2) years of budget analysis experience, with one (1) of those years in relevant MDAP experience or other industry equivalent.
â?¢Working knowledge of Microsoft Office products; primarily Excel, PowerPoint, and Project.
â?¢INTERIM SECRET Clearance.

â?¢In depth knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations.
