Performs Systems Engineering activities related to Information Technology or Engineering including: concept of operations formulation, requirements definition, analysis and engineering, system architecture, system analysis and design, interface and data architectures, validation and verification, systems integration, system & op. performance analysis, Life cycle cost analysis & estimation, decision analysis and physical configuration analysis (PCA) .
Ensures the logical and systematic conversion of product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software or engineering specifications.
Provides specific, detailed information for selection, implementation techniques, and tools for the most efficient solution to meet business needs, including present and future capacity requirements.
From an information technology perspective, may be concerned with floor layout, power & cooling, data storage, infrastructure management, backup, monitoring, operating systems, directory services, identity management, access management, and automation.
Applies advanced technical principles, theories, and concepts.
Contributes to development of new principles and concepts.
Participates with senior managers to establish strategic plans and objectives.
Recommends/makes decisions on administrative or project work matters and ensures effective achievement of program, project, or organizational objectives.
Works on unusually complex technical problems and provides solutions which are highly innovative and ingenious.
Works under consultative direction toward pre-determined long-range goals and objectives. Assignments are often self-initiated.
Determine and pursue courses of action necessary to obtain desired results.
Work checked through consultation and agreement with others rather than by formal review of supervisor.
Exercises independent judgment in methods, techniques and evaluation criteria for obtaining results.
Develops advanced technological ideas and guides their development into a final product.
Erroneous decisions or recommendations would typically results in failure to achieve critical organizational objectives and affect image of organization's technological capability.
Serves as organization spokesperson on advanced projects and/or programs.
Acts as adviser to management and customers on advanced technical research studies and applications.
REQUIRED QUALIFICATIONS & EXPERIENCE:
Possess a Bachelor’s Degree or Higher in Management, Computer Science, Information Technology or related field and a minimum of ten years of experience with the management of an enterprise System/Software Engineering program or equivalent
14+ years of experience
Extensive Experience in Agile development as well as Waterfall
Experience leading large systems engineer efforts for FAA or similar entities
Experience leading and coordinating efforts of other sensor systems engineering professionals
Experience with managing under a rigorous System Engineering process System Development, Deployment, In Service Management in a mission critical environment
Must be an independent self-starter with strong initiative
Must have strong writing / reporting and verbal communication skills
Must be able to perform in a high-pressure fast- paced environment
Must be able to quickly learn and apply new tools and technologies
Must be flexible in a constantly changing business landscape
Must have strong customer service orientation
DESIRED QUALIFICATIONS & EXPERIENCE:
Active Public Trust L5 Security Clearance
Agile or DevOps certification (+)
Experience with Development and Deployment of FAA NAS systems (+)
Demonstrated experience briefing senior leaders
Demonstrated experience with Risk Analysis
Knowledge of cloud computing technologies, business drivers, and emerging computing trends
Experience with multi-tiered application environments with SQL, Web services, Web API, HTML5, and XML development
