Raytheon Intelligence, Information and Services (IIS) Mission Support and Modernization (MSM) provides full life-cycle mission operations, engineering, modernization and sustainment services. The Mission Systems (MS) business, with MSM, diverse portfolio includes developing, operating, sustaining and modernizing Command and Control (C2), Radar and Surveillance, Airport and Border Security, Range Systems, Data Management and Space Systems; with focus on Agile/DevOps, AI/ML and Cyber across the DoD, Civil and International markets.

Reporting to the MS Senior Director, the Surveillance and Border Security (SB&S) Program Area Director will be responsible for leading a dynamic business area that is accountable for developing, integrating, sustaining and modernizing mission capabilities that leverage the total capabilities of MS and broader Raytheon in the areas of Command and Control, Radar, Surveillance and Airport and Border Security. This requires rapidly developing innovative solutions across the lifecycle that provide our customers a competitive advantage.

Key Responsibilities:

The Program Area Director will manage a portfolio, in excess of $300M/year, of programs to deliver the short term and long term financial and business goals. The position is accountable for driving business performance and growth through a leadership team comprised of a matrixed workforce and helps to set the vision and execute strategic plans and direction, lead change efforts, and focus and motivate the program area teams to achieve established goals. The Program Area Director is also responsible for establishing and growing strong domestic and international customer relationships to sustain and grow the business.
The successful candidate will be a senior leader who is known and respected within the military, defense and global markets of the customer base of the program area. This person will be a visible role model of collaboration, leadership, excellence, vision and integrity and will successfully execute technically complex, highly competitive programs of significant size, and represent the business appropriately to Raytheon. The position is located in Dulles, Virginia.

Required Qualifications:

Experience and competencies in the following areas:

  • Broad, global experience in managing a broad and expansive portfolio of programs and full cycle program execution to ensure customer and business requirements are met.
  • Twelve plus years of progressive experience leading, executing and driving results on complex programs or portfolio of programs.
  • Experience developing and executing a growth strategy based on solid strategic planning.
  • Conversant and credible in discussing technical matters; possess technical acumen.
  • Demonstrated experience creating and capturing new business.
  • Experience with a variety of contract types including firm fixed price (FFP) and cost plus fixed fee (CPFF) contracts.
  • Demonstrated ability to influence; action-oriented leader who values collaborative teaming.
  • Developing, restoring, and maintaining relationships at the most senior levels of government and defense customers worldwide.
  • Leading through program managers and functional leaders to create vision, establish plans and strategies, and motivate the product line to achieve established goals.
  • Solid understanding of U.S. and International Government procurement practices, prime contractor and subcontractor relationships, and decision points within the acquisition process.
  • Demonstrated success with international customers and business partners in business development, negotiations, capture and program execution.
  • Program leadership, financial management: P&L experience of a significant organization, strong risk management and earned value management skills.
  • Ability to communicate, influence and motivate with a well-developed management philosophy, based on participation and active engagement, and demonstrated ability to recruit and develop high performing executive teams.
  • Ability to operate effectively and thrive in a multi-national, multi-cultural environment, creating bonds of trust and clear understanding of mutual interests.
  • Must be able to travel as much as 40% of the time.
  • Experience with DTRA, USN, USAF, TSA, DHS, Army International customers; across all customers preferred.
  • Program experience with Radar, IT, SW, Border Security, Airport Security, C2 capabilities; across all capabilities preferred.

Education, Certification, Clearance Requirements:
  • B.S. degree in Engineering, Science, Mathematics or business related field is required; an M.S. or MBA is preferred.
  • Ability to obtain Level 3 Raytheon Program Management Certification.
  • PMP certification preferred.
  • Active clearance. Ability to obtain Top Secret Clearance.
