Report to the Project Director.

Manage a Planning & Controls system to control budget, schedule, equipment, and material usage.

Provide specialty technical expertise on a task-order basis, for areas such as, but not limited to, value engineering studies, cost estimating and scheduling for minor engineering and construction across Arctic.

Review the baseline engineering, construction, and logistics plans and establish time and cost control requirements.

Provide planning and program advice to management.

Attend program meetings chaired by the Project Director.

Provide inputs to the Annual Program Plan.

Maintain critical path master schedule and detailed individual project schedules.

Work with lead scientists in developing overall scheduling.

Review and analyze proposed construction schedules.

Ensure schedules are coordinated and consistent with the overall project schedule

Produce forecasts schedules on regular basis

Produce statistical analysis of work performed to track actual budget and schedule against planned metrics.

Establish, maintain, and use an earned value management system (EVMS) that accurately records and reports contract performance against the requirements and accurately reflects the total estimated cost of the contract for the work scope and period of performance. The EVMS shall be consistent with federal government policies.



Bachelor of Science degree in Civil, Industrial, Electrical, or Mechanical Engineering, or other related engineering field, based on a four year course of study from a U.S. accredited college or university.



EXPEREINCE; Ten (10) years’ experience in planning, project controls, scheduling, and/or budeting in a closely related professional occupation such as engineering, construction, or construction management.

ABILITIES: Must be a self-starter able to work in a fast paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals.

Proven management skills to include effective planning, organizing, directing and controlling with strong decision making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus.

Understanding of litigation and claims processes and experience with legal communities.

Excellent communication skills – verbal, written and listening.

Ability to interact with staff at all levels from craft persons to senior executives.

Knowledge base to successfully diagnosis issues that cover multiple areas of interaction.
